The SA Job Seekers' Movement formally demands that the President of the Republic of South Africa commission a comprehensive forensic audit inquiry and investigation into every rand of public money spent in the name of youth employment and entrepreneurship between 2010 and 2025, fifteen years of expenditure that produced the most severe youth unemployment crisis in South Africa's democratic history.

THE FIVE NON-NEGOTIABLE DEMANDS

Demand 1 — Commission the Forensic Audit Inquiry: The President commissions the inquiry under Section 84(2)(f) of the Constitution, constituted, funded, and operational by October 16, 2026.

Demand 2 — Twelve-Month Audit with Three-Phase Reporting:

• Phase 1 — Preliminary Report: January 15, 2027 | Published publicly: January 22, 2027
• Phase 2 — Midterm Report: April 16, 2027 | Published publicly: April 23, 2027
• Phase 3 — Final Full Report: October 15, 2027 | Handed to President: October 22, 2027 | Published publicly: November 2, 2027

Demand 3 — Immediate Programme Freeze and Mandatory Consultation: No national, provincial, or municipal youth employment programme shall proceed for the 2026/27 financial year without first holding mandatory municipal outreach and consultative sessions, presenting budgets, targets, KPIs, service providers, M&E frameworks, and reporting plans directly to youth in each province.

Demand 4 — Youth-Majority Inquiry Team: The inquiry team must comprise a majority of youth from townships, rural communities, and peri-urban settlements with full investigative authority, not advisory roles.

Demand 5 — Prosecution Commences by January 20, 2027: Where the inquiry establishes evidence of financial mismanagement, fraud, capture, or deliberate exclusion of communities from public funds, the relevant prosecutorial authorities must commence arrests and prosecution proceedings by 20 January 2027. The youth will not accept findings without consequence.
