Attention Chief and Council,

I’m writing to you and proposing a Security program and service for the
band, band office, band buildings, schools, local businesses and the community
of Wikwemikong. The community has increasingly become victim to drugs,
acts of violence and mischief. It’s unfortunate that these acts are
casting a shadow on the community; however, the people of Wikwemikong are a
proud people and are determined to have this dark shadow removed. Cancom
Security has been providing Security Services to the annual Cultural Festival
for the past three years. During this time Cancom Security has
successfully trained 18 Security personnel from the community of Wikwemikong.
It is my understanding that past attempts to provide a Security program
to the community has failed. I can assure you that this was due to lack
of training, supervision and proper planning. We are preparing a Security
contingency plan and have been in talks with the Tribal Police creating a
partnership working together towards accomplishing this initiative. I’m
requesting that we meet together and develop this Security contingency plan
together ensuring we develop a plan that addresses as many issues and concerns
as possible. I’m confident that with Chief and council’s support and the
cooperation of the Tribal Police we can have a great impact on the Drug trade,
violence and property crimes and with long term results.
We will provide uniformed Security Guards and a uniformed marked Security
cruiser in order to provide visible presence in the community and to the areas
assigned for patrols. We will provide uniformed presence and target
specific areas, areas with historic problems, band property, band buildings,
parks, trails and businesses. We will record and report all occurrences
to Tribal police and share information with Tribal police. This increased
flow of information will further empower Tribal police to perform their
community policing initiatives. We will act within our authorities
bounded by the Trespass to Property Act and the Criminal Code of Canada.
Within these two statutes of law, Security Guards may arrest without warrant
for various offences and then are obligated to hand their arrested parties over
to Police. We will act within the compounds of the law and conduct lawful
arrests and hand over our arrested parties to Police for cautionary purposes or
for prosecution at the Police’s discretion.
We will provide detailed reports to the police to assist them in any of
their investigations related to Security actions and activities. Added
security through a highly trained Security team and contingency will free
Tribal police members in order to deal with more demanding issues and calls and
target Drugs and Violence within the community with additional eyes and ears of
the community security team. I strongly suggest we meet as soon as
possible to get this program into motion. Several matters would need to
be addressed and proper planning is necessary in order for this to succeed.

Too much happening lately. My kids dont even feel safe walking to the store anymore. We need patrols in the community asap.
