The implementation of the recent "The Representation of People’s Bill (Amendment)-2010" providing voting rights to NRIs shows your commitment to ensure that every Indian’s right needs to be represented, irrespective of his or her current location. We, the citizens of India residing abroad appreciate your commitment to this cause.
However, the very spirit of the Act is defeated by the fact that the Act requires an NRI to be physically present at the time of voting. This clause is impractical for a number of reason, some of which have been specified below:
• It is practically impossible for all NRIs to travel to India at the same time since there are approximately 1.5 crore Indians residing outside India.
• Even if this were remotely possible, the estimated financial loss from the lost time will be approximately 7,500 crore.
Considering the scenarios specified above, the Voting rights of an NRI are effectively negated with suitable processes resources in place.
The options currently available and feasible for proxy voting are:
1. Internet Ballot: NRIs can download the ballot paper from the internet and submit online along with relevant documentation or using a secure and confidential login. If this can be implemented then it would be the best option.
2. Combination of Internet and Postal Ballot: NRIs can download the ballot paper from the internet (ECI website) and post the ballot to the address indicated on the ballot paper with necessary paper work.
The two procedures specified above have the following benefits:
i. Technical: The implementation technology is readily available, especially in India.
ii. Implementation Cost: These can be implemented in a very cost effective manner. India being the hub of the IT industry should be a very positive factor.
iii. Time: The time invested by the electorates will be minimal; hence the financial implications of this activity will be negligible.

Living in the US for 10 years now but my heart is still in India. Cant just fly back and spend a month salary on a ticket everytime there is an election. This needs to change ASAP.
