AS TIM'S PASSING HAS GONE BUT NOT FORGOTTEN BUT THE MONSTER THAT KILLED HIM IS GETTING MORE FREEDOM EACH YEAR AND ITS NOT FAIR... PETITION TO THE HOUSE OF COMMONS

Vincent Li brutally murdered Tim McLean in July 2008;Vincent Li was found Not Criminally Responsible on Account of a Mental Disorder for the murder of Tim McLean;offenders who are found Not Criminally Responsible on Account of a Mental Disorder may be detained in treatment facilities and not prisons;offenders found guilty of first degree murder are sentenced to life in prison without parole for twenty-five years and those found guilty of second degree murder are sentenced to life without parole for a minimum of ten years;there is no minimum period of detention for offenders found Not Criminally Responsible on Account of a Mental Disorder and their cases may be reviewed every year by a Review Board Committee.

To amend the Criminal Code of Canada to ensure those who commit murder but are found Not Criminally Responsible on Account of a Mental Disorder are detained for a minimum period of time.

IF YOU HAVE MISS THE STORY OR NEED TO REFRESH THIS IS WHAT HAPPEN AND NOW THE MAN THAT DID THIS IS WALKING AROUND FREE IN THE MENTAL INSTITUTE WITHOUT A GUARD ARE BY HIMSELF.

Tim Mclean was the young man that was murdered on a Greyhound bus near Port la Prairie in 2008. At the time, Tim was simply minding his own business when he was savagely killed for no other reason than being in the right place at the wrong time. As a consequence, the family of Tim McLean are advocating for the Government of Canada to enact legislation that would protect future potential victims from these types of crimes. They refer to this initiative as “Tim’s Law.” Admittedly, most of us never knew Tim McLean. And now we never will. But what we have in common is that we have all had an opportunity to know someone like Tim. While we can not prevent every criminal tragedy from occurring, we can lessen the chance of a repeat offender by demanding accountability and transparency within the penal and judicial systems. Please help us lobby for Tim McLean

While your thoughts are appreciated, and shared by many people, many other individuals, and groups in Canada would use these same arguments to cloud the real goals of Tim’s Law. The policy and procedures currently used in Canada in regards to people deemed Not Criminally Responsible, is lacking and provides no assurance that this behaviour would not be repeated on another family by the same individual,and that is the reasoning behind Tim’s Law. To open the debate on how we “treat” people who have offended in this manner. Tim’s Law, would do nothing to prevent this type of crime. It could only help prevent it from reoccurring by the same perpetrator. This is a debate that is very much needed,but we must be careful not to cloud the reasoning, or allow others to cloud the reasoning ,We urge you to become involved.
