Espinda is the type of person that cannot look you in the eye, he instead stares at the ceiling. His lack of leadership in this department is astounding, some of the specific examples are already listed here to include the Stolen Valor person he hired at PSD, who lied on her application but no disciplinary action was taken. He then Appointed Sonobe Hong as Sheriff with zero Law Enforcement Experience, and refused to wear a uniform. There were, many policies written that haven't been signed, which stunted the growth of the Sheriffs. She has been unwilling to hear grievances by the Deputies, instead we have to file grievances to our union which go unanswered by our administration. She was unwilling to work with Sheriff lower leadership on just about everything that they had concerns about often just giving them a Flat "NO" with no reasons, or "because i Said So" causing a toxic leadership environment. Then after her terrible leadership, she was promoted by Nolan to Director of Law Enforcement apparently because he likes Toxic Leadership. She supposedly attended an abbreviated in service Law enforcement Class from PSD which I am told she attended a brief portion of, i would ask if she can produce her credentials and her graduation certificate. Once promoted to Deputy Director of Law Enforcement The Toxic Leadership continued, from taking away Less than Lethal weapons to taking away Shotguns, to authorizing spending on weapons we cant use because she refuses to sign any policies. The Lack of leadship continued where it became crystal clear she was loyal to HPD and not her Sheriff Department. To this day i am flabbergasted that an Attorney would be appointed to the Sheriff Position and the the Director of all Law Enforcement, having no knowledge of what law enforcement does on a daily basis.

I strongly oppose the reconfirmation of Nolan Espinda. Not only should he be removed but his deputy director Sonobe-Hong should be removed for her incompetence. You’ll notice a petition in support of Nolan Espinda has the signatures and comments from many many appointees and executives that he has placed into position. It’s obvious that they’re trying to save their own interests. The Hawaii State legislature must know that the people of Hawaii are watching this. Do the right thing.
