As a retired law enforcement officer I can identify with the problems the department is having under Nolan Espinda. He does not deserve to be re-confirmed, and a number of changes need to be made in order to correct the numerous problems that have been occurring.

In opposition: I have worked for the military and private enterprises prior to joining PSD. I heard talk about "state workers" and "the old boy network." I never thought it could be this bad. Espinda and his leadership operate outside all ethics and fairness. How can a director of law enforcement and the Sheriff be in charge of law enforcement personnel while themselves not being properly trained? I have seen them take actions out of policy, affecting the employees time in service and their pay; then a year later make up a policy to justify their actions. And I can see this trend continuing because the employees they've promoted in the tenure lack the competence, qualifications, and training as they themselves do.
If Espinda is indeed confirmed, i think it says more about this legislature than anything. How can the panel consider a man with so much controversy surrounding his every move? His actions ironically affects the public's safety negatively. How is Espinda even still employed? The previous Director of Emergency Management was voluntold to step down for the missile alert, but while on Espinda's watch a murderer was released, a man was shot while less lethal was locked up, a prison riot occurred, and so on and so on. The Senate needs to listen to their constituents and do what's right and not confirm Espinda, otherwise their career may be tied to his.

As a Deputy Sheriff, I strongly oppose Nolan Espinda’s confirmation. Since the officer involved shooting that occurred at the State Capitol, Nolan Espinda has not made one single change to protect the Deputies working there. What will it take to give Deputies the proper equipment and resources they need to do their job to best of their ability? A Deputy Sheriff being killed in the line of duty? Because it almost happened. From manpower shortages, forced overtime, outdated equipment, lack of less lethal options, and overall limited resources, are just some of the the many things Nolan Espinda has failed to provide Deputies in the Department of Public Safety. Deputies in every section in the Sheriff Division go to work everyday and protect the people of Hawaii knowing very well that it is not guaranteed we will always come back home safely to our families. That is the risk in any law enforcement job and we all understood that when we signed up. But, to have a Director who does not care for the well being of his employees or for their safety is baffling. It starts from the top and it is clear leadership is poor. What kind of person wants to see their employees fail in the workplace? And what kind of person puts their employees lives in jeopardy? How can he sleep at night knowing his employees are out there risking their lives and he has not put them in the best possible situation to succeed? That person has no heart and that person clearly does not deserve to be in a leadership role. Nolan, I hope your time is up. You had your chance as Director for the Department of Public Safety and you did nothing to improve the department. It’s time to get the right leader in there who knows what they are doing. Hopefully they show compassion for their employees, because maybe, just maybe, the Department of Public Safety can be the best department to work for in the State of Hawaii.

I oppose Nolan Espinda's confirmation. I have been a Deputy Sheriff for 7 years with the Department of Public Safety. I have worked at the State Capitol and have witnessed firsthand Ogata, Cummings, and Sonobe Hong lack of leadership. Sheriff Division newest first deputy has never attended an academy, has limited job knowledge and shows particular favoritism to certain deputies. This has caused the capitol section to have low morale, rampant OT, and lack of leadership. Despite all of this, he was chosen by Espinda and Sonobe Hong as First Deputy. We have equipment and weapons out of policy. Currently, the capitol has a large peppy spray can labeled "deep freeze", three Benelli shotguns we can't use because we no longer qualify with them and a rusted 870 shotgun. Those are just several examples of the lack of leadership and resources under the leadership of Espinda, Sonobe Hong, Cummings, and Ogata.

I just received information from an individual that is a retired ACO that lives in Las Vegas that he received a text from Jodie maesaka-hirata to ask him to support and sign the online petition in favor of Nolan Espinda. REALLY Jodie! I have filed a complaint with the ethics commission today as I was served a letter last year to cease and desist from sending out emails on PSD ALL about information for the audit of the department. I never told anyone to support or not support the bill (and I have the three emails I sent) but I was reprimanded for that and cannot send anymore PSD ALL emails. But yet we have a deputy director (Jodie) trying to influence individuals to support Nolan on a petition. I did a news interview today with KGBM about what is going on in this department and the rampant corruption. The directors of this department need to be removed immediately. Renee with no law enforcement experience holding a gun and badge and no academy training. Al Cummings the sheriff probably never made an arrest in his career and I know wouldn’t even know how to write a report leading this division. I was informed that there is an internal investigation on Jodie.....who is doing that investigation? I have and will provide the media with emails from CRCO and others saying that the department cannot investigate directors.

Where do I being... the ALL facilities are forced to run short and unsafe to save a buck!... He designated HIS bullies to make sure it runs this way. Employees are threatened for their jobs on a daily basis. It's a ticking time bomb!...the inmates, the staff, and PUBLIC is NOT safe!..the bad thing is we have proof!, but cannot submit it cuz fear of retaliation and losing our jobs!..so please help us get rid of nolan and ALL his bullies cuz they are cancer to this department as well!...let's not get started on what Nolan and his disciples is doing with the money they tryna save off the lives of PSD employees! We save that for the Feds!..hit the road jack!...Blue strong!!!

Nolan is a stand up guy. He should be appointed so I can continue to do homeless sweeps instead of doing my actual duties.
