The non-discrimination law going against the homeless

The problem that I am addressing is how the non-discrimination law works against homeless people in regards to the law enforcement's. The law simply states that everyone, not just the homeless should have the rights of employment, the rights of subsiding in public areas, the rights of privacy, and to receive the equal amount of treatment by state and municipal agencies. Although, that sounds good in theory, within the following years it is not being followed. The problem isn't only that it's not being followed but, it's the people who aren't following it, which most notably are the police. I feel that the non-discrimination law shouldn't just be aimed towards the citizens, but also towards the law enforcement's considering that currently they have the power to justify their actions.
