HVCC, or 'Home Valuation Code of Conduct', is a law passed by New York state Attorney General Andrew Cuomo. The law was made to stop lender pressure on real estate appraisers to inflate home values in order to fund more loans. It's a good law... in theory. In practice though, it's single handedly crippling the housing market and has stopped the economic recovery in its tracks. Cuomo strong-armed Fannie Mae and Freddie Mac into adopting this law... he followed no legislative process whatsoever. The financial transaction process on refinancing or purchasing a home does need to change, but this newer law is not the answer. Over 30% of Washington state appraisers have lost their jobs, and the number is growing... lenders and real estate agents are also losing their jobs... home values are staying depressed... and on and on. The negative snowball effect of this law is far reaching and needs to be stopped!! Please sign and pass along!
