Dear Aspirants,
In 2009, University Grants Commission changed eligibility for the appointment of Assistant Professors. The regulations came to be known as UGC regulations 2009. Under these regulations, NET/SET is the minimum eligibility, besides, those PhD holders who have been awarded their PhD in accordance with UGC regulations are exempted from NET/SET. The regulations were challenged in the Apex court but the honourable court dismissed all petitions and directed that UGC 2009 regulations must be followed in letter and spirit while recruiting Assistant Professors. The regulations are followed throughout the country but alas, our state universities (Universities of Kashmir and Jammu) treat themselves above law. Despite adopting these regulations in 2011, they are providing MSP (Minimum standards and procedure for award of PhD dergee under 2009 regulations) certificates to the candidates who were awarded PhD degrees prior to UGC regulations 2009. One fails to understand how could have they followed the regulations before their coming into existence. It is just to make their nears and dears eligible. It is an unethical move and if done, will be challenged in the highest court of law.
Dear brothers and sisters, court should be the last option, meanwhile, let us show them by having a signature compeign that we oppose such unethical moves. We live in a country where no one is above law. We petition the honorable Governor Mr. N.N Vohra and honorable secretary of UGC to please step in and make the universities to stop these illegal moves.

Request to worthy governer to direct psc to follow all regulations in letter and spirit and restrain vcs of ju and Ku to interfere in selectionn process. No bogus msp certificate to anyone.
