Dear Aspirants,

In 2009, University Grants Commission changed eligibility for the appointment of Assistant Professors. The regulations came to be known as UGC regulations 2009. Under these regulations, NET/SET is the minimum eligibility, besides, those PhD holders who have been awarded their PhD in accordance with UGC regulations are exempted from NET/SET. The regulations were challenged in the Apex court but the honourable court dismissed all petitions and directed that UGC 2009 regulations must be followed in letter and spirit while recruiting Assistant Professors. The regulations are followed throughout the country but alas, our state universities (Universities of Kashmir and Jammu) treat themselves above law. Despite adopting these regulations in 2011, they are providing MSP (Minimum standards and procedure for award of PhD dergee under 2009 regulations) certificates to the candidates who were awarded PhD degrees prior to UGC regulations 2009. One fails to understand how could have they followed the regulations before their coming into existence. It is just to make their nears and dears eligible. It is an unethical move and if done, will be challenged in the highest court of law.

Dear brothers and sisters, court should be the last option, meanwhile, let us show them by having a signature compeign that we oppose such unethical moves. We live in a country where no one is above law. We petition the honorable Governor Mr. N.N Vohra and honorable secretary of UGC to please step in and make the universities to stop these illegal moves.

Follow ugc guidelines;sro 124 0f jk govt nd supreme court decision for selection of assistant professor.ju and Ku dnt interfere in selection process for selecting ur kiths and kins. Request to worthy governer to direct psc to follow all regulations in letter and spirit and restrain vcs of ju and Ku to interfere in selectionn process. No bogus msp certificate to anyone. Long live justice

We request chairman jkpsc not to do anything which will hamper the process.The constitution permits reasonable and fair classification .Supreme court has held ugc rules valid.ugc rule can not be relaxed for son's of some professor's.

UGC regulations 2009 must be strictly followed ..... NET determines the teaching ability of a teacher....... merely possessing PhD degree doesnt show subject knowledge of a teacher.............

Jkpsc is the nodal body to recruit the deserving people to different posts.So far as higher education is concerned, it is bind to follow the regulations set by ugc and when such regulations have supreme Court's backing then there happens to be no reason to defy the same. Universities are supposed to invest their energies in producing quality scholars. Meddling in the affairs of recruiting agencies and as such necessitating delays makes one smell rat. So all higher authorities are requested not to believe us, not to listen us. We have our interested involved here. But respect the apex judicial body of this country .You can't just overlook what it deemed best to streamline and overhaul the ailing higher education system of the country .

To me, every new law/ regulation is based on the lacunas and drawbacks of previous one. Similar is the case with UGC MSP 2009. It is purely meant for selection of cream deserving candidates for our higher education institutions. NET/ SET are considred as highest level of screening in any subject in India. While I am not downgrading PdD anyway, but most of the PhD students know themselves how the research is going on in India. They can themself see a wide difference between PhD and NET. Rest, wish deserving candidates be selected at the earliest.

NET/SLET and PHD(as per UGC-2009 Regulations) stand eligible.This is UGC(an Apex Institution) standard set and was upheld by the Supreme Court of India even. More particularly, JKPSC has interviewed 3 subjects so far and selection list is almost ready to be issued but blue eyed bodies like KU and JU Authorities have created fuss at the end stage.. I oppose this very step taken by them and want Governor not to give nod PSC to entertain those who don't fulfil basic criteria set by UGC.
