Calling for the immediate release of the scholarship students' stipends in Russia. Ghanaian Students are Starving!!!

The government of Ghana with the government of the Russian federation awards a fully funded scholarship to Ghanaian students to study in various Russian universities.
Upon the terms and agreement, the government of Ghana is supposed to give students $300 monthly stipends in addition to a $200 yearly insurance and also a $240 for books and research.
Even though $300 a month isn't enough in a country that is going through economic crises as a result of sanctions from the west, at least it is able to pay for our basic bills like housing, food and transportation. However there has always been a problem with the distribution of the stipends. it is always delayed, which forces students to borrow money from other people. Unfortunately students haven't received their fourth quarter stipends which was due in October. In addition to that our $200 annual health insurance hasn't been paid, which means most Ghanaian scholarship students in Russia now don't have health insurance. Not only is it illegal to not have a valid health insurance, there will be a huge problem should a student fall sick in an environment which is susceptible to diseases. Finally, the first semester is almost over and we have still not received our book and research allowance, this is really hindering our education here.
We are petitioning the president of the republic of Ghana, H.E. John Dramani Mahama to please help us to solve this problem. We are STARVING!!!

I just looked at the screen and saw 100 signatures which honestly feels overwhelming because it means people actually hear us. I am sitting here in the freezing cold typing this while trying to figure out how to eat dinner tonight but seeing that number pop up gives me a little bit of hope that someone is finally listening to our struggle.

the food the transportation to school the drugs to battle winter induced catarrh, flu the warmer winter coat i need my hostel fees books for this academic yr the list is tall these are all headaches n setbacks to my studies.
Please we need this money for our upkeep. We face much challenges when it delays , some students nearly got themselves sacked from thier hostel due to the delay of the stipend so please kindly listen to our humble plea thanks very much
Your children are suffering and been disgraced for issues like Hostel fees, health insurance fess and even daily upkeep. One cannot even borrow money because We are know for this due to constant delay of our stipends.
As if it is not enough for scholarship students to be receiving an amount based on cost of living about a decade ago, the government has found a way to worsen the situation of BRILLIANT BUT NEEDY students that the government sent to study in a country where an ongoing currency crisis has made life hard for everyone. This has to stop.
We'll appreciate it if Government cures these chronic delays in the releasing of stipends, which are forcing students out of classrooms and their hostels, and curtailing their abilities to pay for their health insurance.

It's not even abt being starved but a breach of the agreement made. If we are to honour our end of the agreement in obeying all that was specified in the scholarship letter then I do not see why whichever institution responsible gets to breach their end of the bargain without any consequences.
