On the 3rd of December 2025 Greenbay home owners were notified of a special levy that will be raised on 1 January 2026. This special levy is above the normal monthly levy payable, and the previous special levy applied on 1 October 2025.
The Special Levy is ring-fenced for the settlement of the City of Cape Town (COCT) municipal arrears. The COCT arrears arose from historical billing disputes, under recovery of electricity and water usage by the metering service provider; incorrect allocations and long-standing unresolved queries.
This petition is for Greenbay home owners who don't agree with more special levies being raised against us for historical debt due to mismanagement. The names on this petition will be submitted along with additional supporting documents to make a complaint at the CSOS.

Our body corporate is captured by our developers. Owners have no voting right or resonable way of controlling or contributing to our management disisions. Agms are held years later with 3 days notice . Trustees all work for the contractors and choose all contractors and employees. They have loaned millions against our BC without informing the owners as to the terms and conditions.
It's not fair that owners should be hit with a levy, on something that's not our fault. We pay for water and electricity in our levies.

Balwin to take reponsability for old municipal accounts. They must prove this is not their expense. Trustees not supporting homeowners or engaging with them. Secirity expenses increased not budgetted. No savings measures in place. Spending unchecked. Who is financing the loss and what expense. Clarity and openness of exoenses. Thanks
