Sub— Builder & promoter Sumitkumar Sureshkumar Bhalotiya had done fraud to many flat allottee and for this police had arrested and now case is in court at present he is absconded and also project is registered in Maharera. For this reasons kindly restrict or stop Builder Sumitkumar Sureshkumar Bhalotiya to get new revised permission, transaction regarding FSI & TDR and other transection of Spark Urban Bliss Project Gat no. 365,366 of Dongergaon, Haveli, and Pune.

We flat allottee of Spark Urban Bliss project are victim of fraud of builder and Promoter Sumitkumar Sureshkumar Bhalotiya in project Spark Urban Bliss. Since 2013 till date project is incomplete & delayed and after collecting money builder Sumitkumar is now absconded. Following are details

Builder and Promoter – Sumitkumat Sureshkumar Bhalotiya.
Gat number – 365 & 366 A/P – Dongergaon, Tal. – Haveli, Dist. – Pune.
Spark Urban Bliss Project Building plan approved till 4th Floor by “Town planning & Valuation Department” Pune Branch on 20th April 2013
Spark Urban Bliss Project construction started – May 2013
After 7 years & 6 months till today project construction is delayed and incomplete.
Spark Urban Bliss project had PMRDA permission till 4th floor still Builder Sumitkumar Bhalotiya had sold 30 to 40 flat on 5th to 7th floor with registration done in Haveli office, by showing false and dummy documents.
In March 2017 Builder Bhalotiya absconded after collecting nearly Rs.22 to 28 cr. from nearly 200 flat purchaser.
FIR in Lonikand Police station with number and Date – 325/2017 10th May 2017 by many flat purchaser.
FIR in Viman tal Police station with number and Date – 319/2017 10th August 2017 by many flat purchaser.
Police arrested Bhalotiya in March 2018 put him in jail. September 2018 on condition of complete construction of project within 6 months Bhalotiya got bail.
In Shivajinagar Court (Lonikund) case registered “The State of Maharashtra Vs. Sumitkumar Sureshkumar Bhalotiya”from 18th May 2018 with Registration No.- 2270/2018.
In Shivajinagar Court (Viman tal ) case registered “The State of Maharashtra Vs. Sumitkumar Sureshkumar Bhalotiya”from 26th July 2018 with Registration No.- 3253/2018
After bail, Bhalotiya done very little construction and threatened every flat purchaser to give him additional money. After collecting money from flat purchaser again in January 2020 Sumitkumar Bhalotiya is absconded leaving incomplete project.
There are 20 Consumer court cases, 6 cheque bounce section 138 cases are against Sumitkumar Surshkumar Bhalotiya in different court of Maharashtra.
Now project is registered under MAHARERA and according to Maharera section 14(2) use of FSI & TDR, revised permission of building in project, and any change in project builder needs permission of 75% of Flat allottee mandatorily.
I request you (PMRDA office) please kindly restrict or stop Builder and Promoter Sumitkumar Sureshkumar Bhalotiya to get new revised permission of building, transaction regarding FSI & TDR and other transection of Spark Urban Bliss Project Gat no. 365,366 of Dongergaon, Haveli, and Pune. This will help by giving justice to all victims and stop further fraud of Builder and Promoter Sumitkumar Sureshkumar Bhalotiya.
