Consider perhaps training HUMANS in this matter - like the taunting neighbour who consciously taunted the dog. Animals are animals - they are not humans. As humans, it is our responsibility to respect and interact with them in a way we know will keep them and us safe. How dare you consider punishing an innocent rescue and service dog simply because of another person's ignorance when it comes to animal behaviour. Shame on everyone who sides otherwise.

This is discrimination. Please remove your heads from your asses and do the right thing for once in your lives. I realize it's difficult for you politicians, but let's give it a try for once. The dog has never attacked anybody, and it's safe to say that I myself would be pretty agitated if somebody was hanging over my fence.

The neighbor harassment of this family should be put to an end and the neighbor charged with a crime of animal cruelty and harassment.

The rule of not judging a book by it's cover or a person by their color should apply here as well. DO NOT JUDGE A DOG BY HIS BREED AND WHAT SOCIETY HAS LABELED HIM! They have rights just as we do INNOCENT UNTIL PROVEN GUILTY! So leave this poor animal alone and go after The neighbor for harassment that's the only law that's been broken
