Dear Supervisor Mahmood,

We are writing as a Hayes Valley Merchant and/or Resident to formally demand immediate intervention regarding a homeless man named Nicholas who is exhibiting clear signs of severe mental illness and psychological instability. His persistent, uncontrolled episodes of screaming and yelling, occurring daily and nightly for several years now, demonstrate an inability to care for himself and present an escalating risk to both his own safety and the safety of others.

This situation has moved well beyond nuisance or quality-of-life concerns and now constitutes a serious public health and public safety failure. Outreach efforts have been ineffective, and allowing an individual in obvious psychological crisis to remain untreated on the street is neither humane nor responsible. The conditions observed appear to meet established thresholds for involuntary psychiatric evaluation due to grave disability and risk of harm.

We urge your office to immediately direct the appropriate mental health and public safety agencies to intervene and ensure that Nicholas receives the care, supervision, and treatment he clearly requires, while restoring safety and livability to our neighborhood.

Respectfully,

Hayes Valley
