Council voted to hit the brakes and send the plan back for major revisions. We successfully blocked the rushed proposal and secured a win for our neighborhoods. Keep watching the council meeting agendas to ensure the next version respects our infrastructure needs.

TO: DELTA BC MAYOR & COUNCIL

RE: Delta Official Community Plan (File No. P22-01A)

We the undersigned residents of Delta, to ensure principles of openness, transparency, accessibility, and accountability, respectfully request Mayor and Council REJECT the proposed 2024 Official Community Plan (OCP) & request REVISIONS by City Staff for the following reasons

  1. RUSHED PROCESS: While we acknowledge a need for more AFFORDABLE HOUSING in Delta, the flawed engagement process is too rushed for residents to adequately read, absorb and comment on over 800 pages of documents and maps. Engagement numbers are way too low to make any accurate decisions. (approx 3.2% of eligible voters or 5.9% of households). Confusing misinformation has circulated. We request the process & final decision be delayed to give Council, City Staff and the community more time to engage.
  2. TRAFFIC: In the OCP document regarding Ladner, there is too much focus on development just along Ladner Trunk Rd – which already has many multi-unit housing options & approved new projects in the works - which will result in added traffic gridlock and pollution along this key Ladner roadway.
  3. UNRESOLVED INFRASTRUCTURE: includes Hwy 99 Tunnel upgrade, healthcare problems, inadequate public transit & potential Delta Port expansion.
  4. HERITAGE PROTECTION: Although proposed OCP focuses on 2 main Ladner Heritage Protection Zones and measures, the protection language for all of Delta is too weak and appears to only “encourage” heritage, character policies. Additional Protection Zones should be added throughout all of Delta.
  5. LADNER VILLAGE BUSINESS PROTECTIONS: In the rush to “revitalize" Ladner Village, we are witnessing unacceptable evictions to businesses on Chisholm Street, that should be addressed in any Official Community Plan. Ladner Village Core Area Plan should also be revised to lower building heights.
  6. PARKING: Relaxing of parking requirements on neighbourhood lots & multi-unit housing will cause untenable street parking spillover chaos.
  7. TSAWWASSEN: High-rises up to 24 storeys must be rejected - as the town has only two roads without a transit hub to support such high densification.
  8. NORTH DELTA: OCP changes should be revised in consultation with N. Delta such as Citizens for Responsible Densification.

The city is moving ahead with this plan despite our clear objections to the rushed timeline. Now is the time to email your local councillor and demand they pause the vote until residents have had time to review the full details.

Transportation plans need to be a part of any growth strategy. Not against growth and more affordable housing but roadways and transit need to be the primary features addressed. Fixing one problem while creating another is not good planning.

Needlessly rushed! Why not take another month to get better broader results. Very concerned final decisions have been already made even before Public Hearing and we are taking part in a sham democracy and shell game.

Concern with infrastructure problems. Road congestion on Ladner Trunk, , water supply, Doctor shortages, Hospital access, and school overcrowding. Also what type of housing - do not want to see low-cost housing that is not maintained such as the units on Ladner trunk & 56A st

We're being encouraged to "buy local", but the CIty is evicting businesses in Ladner and leaving empty, unplanned spaces. How is this rational? Revitalization does not mean empty buildings; it means empty streets and empty pockets. Please re-think this.

The plan for Tsawwassen Town Centre means I will be changing my view of Mt. Baker for someone’s balcony. And losing about $200,000 value in my condo. I’m 86 years old. I don’t need this at my stage of life. Not impressed!

The priceless values of Delta must be carefully protected first: environment, heritage and farmland. It is an insult to put 800 pages before the public and expect meaningful engagement in such a rushed process.

I have lived in Tsawwassen since 1962 .The proposed development is completely out of character and proportion to the surrounding central area in terms of size and density. This is not Richmond or Vancouver .Maybe allow more giant buildings at Tsawwassen Springs but they do not belong in Tsawwassen.20% of rental units 5% below market is Insignificant and impossible to watch over. The province should stay out of the housing industry and not order new housing units be added if proposals like this are the byproduct !!!!!
