Honorable Minister Sir,
I would like to bring to your
notice a fact that confront every Indian citizen at some point in
their lives and hence is important enough to be addressed urgently.
Timely and effective justice
delivery is expected in any democracy. In India, an ordinary civil
case takes up to a decade to reach a conclusion. Criminal cases that
have complications take 25 years or more to conclude. Considering
that the productive lifespan in India is around 35 years, this
clearly is beyond unacceptable. The intent of this
petition is to seek ways to better our systems.
There are many possibilities
for justice delivery. Historically, there was quick and efficient
justice available in ancient India. There is an urgent need for deep structural changes and a
total overhaul of the system, not a cleaning of the Augean stables.
Could we start from scratch to
create a new Justice delivery system ?. Would it not be better to
think in terms of the perspective of the victim. To create a Justice
delivery system that is transparent, less stressful and time bound.
Could simpler cases be resolved within a week or two
and with six months for the most complex ones ?. Should there not be
adequate protection for the victim and the witnesses from hardships
due to the case ?. The task needs immense energy and resolve but
future generations will surely benefit from this.
India surely deserves the finest and quickest criminal
justice system in the world. I am confident you can make a beginning
in resolving these things.

I think this is the most significant change that this country requires urgently. All positive things will follow from the justice system reform.
