I'm not an expert in civics, but I favor regulations to start at the local city level. I strongly believe local communities have the right and responsibility to decide what kind of community they wish to live in. The City of Laguna Beach ought to decide if we wish to have unregulated highly profitable sober living homes popping up on every street in every neighborhood? Especially, without the consent of effected nearby residents. I think this problem can and should be solved at the local level. That way there isn't a blanket regulation for all cities in the state: each with different needs and preferences. Let each city decide it's own policy. Laguna Beach decided to ban Airbnb because it didn't suit the needs of most residence. I love Airbnb but respect the cities decision to place a ban. Airbnb was driving up rental prices, disturbing residence, and hurting local hotel businesses. I love Laguna Beach and support those who truly wish to recover from addiction, but this must be done in a way that respects Laguna Beach residents and property owners. In short, I support most all regulations at the city level with our elected entrusted council members.

I support Team Lagunas integrity for looking out for the safety and benefits of our neighborhoods, schools, property owners and families. Those who are uneducated & do not understand the functionality of a wellness home in our society need not create false hysteria from their ignorance. Slandering a successful business owner and pillar of our society will and should not be tolerated !

Residential neighborhoods zoned R-1 should not be allowed to have businesses in their neighborhoods. This includes sober living homes.

Question: is there any way to find out who is currently applying for the permit to establish these type of homes? We must express our opposition to this practice to the the owners BEFORE they set up the practice/group home

Our coastal cities need to be given the ability to regulate these businesses in our residential zones. Cities need the power to regulate where they locate...by schools, school bus stops, parks, and out of the earshot of families and children nearby. These places need adequate parking, and adequate accessibility by emergency vehicles. In our area we live in canyons surrounded by dry chapparral, it's not a good place for outdoor smoking! Until cities are allowed control neither the patient nor the neighbors are safe.

Additional regulations need to be in place immediately to stop the proliferation of these businesses. These detox/rehab businesses are cash cows and take advantage of poorly written legislation. They are ruining our neighborhoods while the government protects them. Do you want your quiet neighborhood to be overrun by cars, addicts, ex addicts, rehab employees, visitors of recovering addicts, field trip vans, emergency vehicles. cigarette butts galore and smoke wafting into your home around the clock? Neither do we!
When these businesses were given protected status I don't think anyone anticipated the abuse that would happen. Please reign in the abuse of the system and stop the out of control growth of these businesses!

I am very concerned about the unregulated recovery/sober living homes in our neighborhoods as a retired RN and administrative Nursing Supervisor who worked with these populations in a controlled hospital environments.

I believe in balance in all things. I do not wish to prohibit facilities which help people deal with substance or alcahol abuse, but,as with many other things in Laguna Beach, I feel there should be city permits required so as to monitor the per capita number of houses which are operating in any given neighborhood. I also believe these businesses as they are partially state funded, should be reserved for state residents, and not be allowed to reach out to wealthy out of state patients in order to increase profits.

These are virtually unregulated businesses. They are not single family homes. And They are not locals as the code intends. They destroying the character of once charming neighborhoods by allowing these businesses.

Laguna Beach has long been known as a community that takes care of it's own. For decades we have provided housing for those suffering with AIDS/HIV. We have a 40+ bed facility, built by the city, for our homeless, who receive all their meals through the charity of local non-profits. In addition, we have a shelter that provides a bridge for those who are re-entering society, many of whom have been on drugs. Our city has always taken a pro-active stance for a diverse number of people in need. With the onslaught of recovery and sober living houses, we are now supporting over 100 people from out of the area, who come to these RESIDENTIAL facilities for "treatment". We simply do not have the infrastructure to police these facilities which have been documented to increase the use of our first responders: police and other emergency personnel. State lawmakers MUST review CA Health and Safety Code 1566, paying close attention to the phrase "commensurate with local need".

CA Health and Safety Code 1566 specifically states that residential rehabs shall be "commensurate with local need" yet these rehabs have become big businesses generating millions of dollars a year per household and they advertise their services to customers from all over the country. The abuse of Section 1566 must be curbed through reasonable restrictions on ensuring that these businesses are truly commensurate with local need, taking into account their locations, density and proximity to schools.
