These facilities currently have greater rights than children, elderly, disabled, and all other neighbors whose rights are currently being violated while local authorities are powerless - due to current state legislation - to protect them. CA Health and Safety Code 1566 absolutely must be changed or overridden completely.

We have several on the hill already; too close to our elementary school. We have enough problems with drug users at Alta Laguna Park..it must be a very profitable business since so many are popping up at residences; it appears that people who don't live in the residences, i.e., realtors, property managers, are making a profit without a thought about the impact on parking, traffic and safety of our children.
