This is a petition to solicit support from residents of Norwich Drive between Melrose Ave and Rosewood Ave for modifications and improvements to that street right of way.

The proposed ideas noted below are to address negative impact of development at the 8650 Melrose Ave on the corner of Melrose. As the development has below grade parking for 34 cars and service including commercial vehicle and restaurant maintenance off of Norwich Drive, we propose the following public right of way changes to traffic pattern be provided:

· Creation of a Fixed cul-de-sac at the existing interior street calming island near the garage entry blocking through traffic to Norwich from Melrose;

· Return Norwich Drive to its previous two-way street pattern;

· Provide access to Norwich from Rosewood Ave -- revise traffic island and coordinate signage to facilitate functionality;

· Provide traffic signal control at Rosewood/Norwich and San Vicente Blvd.

We feel that the developer of 8650 Melrose should bear the cost of these improvements as this is a matter of public safety exacerbated by this development and the choice in placing his garage entrance/exit on Norwich.
