We are petitioning the facilitation of the visa delivery for the English Language Teaching Assistanship Cooperation Programme between France and Jamaica
Petition addressed to:
-Senator the Honourable Arnold J. Nicholson, Minister of Foreign Affairs, Jamaica
-Minister the Honourable Laurent Fabius, Minister of Foreign Affairs, France
-Reverend the Honourable Ronald Thwaites, Minister of Education, Jamaica
-Minister the Honourable Najat Vallaud-Belkacem, Minister of Education, France
Created in 1967, the English Language Teaching Assistantship Programme is today threatened. This cultural and linguistic cooperation programme between France and Jamaica gives young Jamaicans the opportunity to teach English for a seven-month period in a Primary or High-school in France.
The French Consulate in Kingston will definitively close this year. As a result, Jamaican candidates will now have to go to Panama to apply for their long stay visa. This trip will cause students who, in general, have limited finances to pay supplementary fees. This creates the risk of the disappearance of the programme.
This programme is of remarkable value to the cooperation between our countries. Between 1998 and today, more than 450 Jamaicans were able to go to France as a result. A real network of Francophiles, working in different areas; The Ministry of Foreign Affairs, teaching, business, tourism and journalism. This programme has helped to reinforce the cultural, economic and political links between Jamaica and France.
We, the former, and future English Language Assistants are calling on the Jamaican Ministry of Education and the French Ministry of Education, as well as the Jamaican Ministry of Foreign Affairs and the French Ministry of Foreign Affairs to help us preserve the cultural cooperation between our countries. We also hope there will be an agreement facilitating the delivery of long stay visas in Jamaica.

Créé en 1967, le programme des assistants de langue anglaise est aujourd’hui menacé. Ce programme de coopération culturelle et linguistique entre la France et la Jamaïque permet à de jeunes jamaïcains d’enseigner l’anglais pendant sept mois dans une école, un collège ou un lycée en France.
Le Consulat de France à Kingston fermera définitivement cette année. En conséquence, les candidats jamaïcains devront désormais se rendre au Panama afin de procéder à leur demande de visa long séjour. Ces déplacements occasionneront des frais supplémentaires pour de jeunes étudiants qui ont parfois des moyens financiers limités. A terme, cette mesure risque de faire disparaître le programme.
Or, le programme des assistants de langue anglaise est d’une valeur inestimable pour la coopération entre nos pays. Entre 1998 et aujourd’hui, plus de 450 candidats jamaïcains ont pu se rendre en France. Un véritable réseau de francophiles travaillant aujourd’hui dans des domaines divers (Ministère des Affaires étrangères jamaïcain, enseignement, monde des affaires, journalisme…) a été créé. Au-delà, ce programme a permis de renforcer les liens culturels, économiques et politiques, entre la Jamaïque et la France.
Nous, anciens et futurs assistants de langue anglaise, soutiens jamaïcains et français du programme, appelons le Ministère de l’Éducation nationale Jamaïcain et le Ministère de l’Éducation nationale Français, ainsi que le Ministère des Affaires étrangères Jamaïcain et le Ministère des Affaires étrangères Français, à réagir afin que se poursuive la collaboration culturelle entre nos pays. Nous demandons à ce qu’un accord soit trouvé afin de faciliter la délivrance des visas long-séjour en Jamaïque.

I participates in the programme 13 years ago. Aside from the birth of my children, my two years in Guadeloupe can be classified as the experience of my life. It would be a shame to rob other Jamaicans of this experience. Merci
The importance of this opportunity for young Jamaicans cannot be over stressed. It would be a real shame as with the present economic situation of most jamaicans a trip to panama for business would be impossible.
I had the pleasure of being a part of the programme in 1995. By the end of my contract, both teachers and pupils in Toulon (south of France) knew about Jamaica and its rich heritage and people. Let's hope we'll be another solution to this. Vive la Jamaïque et Vive la France!
To ensure the continuity of this wonderful programme that provides an invaluable life experience for our Jamaican students, we must knock heads to find a way to have their long-stay visas issued other than their physically having to go to Panama for this purpose. Yes we can!
As a former assistant and presently a French teacher this experience has complemented tremendously my usage of French and the best way to learn a language is through total immersion that this programme offers.
It is so evident!
