we, the members of local 804 hereby propose to amend the local 804 bylaws as follows: article xiv section 9, within a reasonable time after the completion of the hearing, the local union executive board shall decide the case, pending approval by referendum vote at the next regularly scheduled general membership meeting or a special general membership meeting with proper notice
