the laws are not protecting live beings being left out in the cold at temperatures when persons would freeze - pet have blood running through their veins, they feel pain, they feel cold.

I agree pets are part of the family don't leave them out in this freezing weather it not fair these laws need to change to protect the animals abuse or neglect and leaving them outside is neglect,maybe we should leave the hard nose law makers outside and let them know what it is like.
