Pet Dog Welfare Petition


We, the undersigned, seek to open the dialogue on the welfare of dogs left outdoors in extreme cold weather conditions.


In regards to leaving dogs out in the cold weather for prolonged periods of time, the current municipal by-laws and provincial laws do not require pet owners to provide much more humanity to dogs than an "adequate" insulated shelter/dog house facing away from the prevailing winds and a water bowl. The undersigned call for amended by-laws necessary to protect dogs from being left outside in frigid temperatures.


We the undersigned stand firm that it is cruel and inhumane for dogs to be outside in extreme weather conditions, both hot and cold.


We, the undersigned, request Windsor City Council, to review, discuss, and open the community dialogue to specifically address when and how dogs may be kept outside during specific weather conditions and periods of time.Currently, "common language in laws across the US is that dogs cannot be left outside for a prolonged period of time if it is colder than -1 degree Celsius or hotter than 30 degrees Celsius". (San Grewal, Urban Affairs Reporter,Jan 23, 2014).


Similar language in the municipal by-laws of Windsor, Ontario addressing more humane standards is necessary and ought to be brought to the forefront of discussion in order to protect and advocate for the welfare of pet animals.

Please change your by-law. If people can't think of their animals, and use their heads, then we certainly need a by-law in effect, where someone else can take them out of the cold. It's really a no brainer, guys!!!!!!!

Dear Windsor City Council....do some research and know what it means to be a "pack animal"! It would also be a good idea to inform yourselves on the fact that dogs (and cats) are 'domesticated' and do NOT do well in the cold or alone.

When a dog owner goes outside all bundled up and finds that it is too cold to stay out, why do they think that the dog is not cold and lonely. Why have a dog if you just leave it outside chained up? Such cruelty! Please pass this law ASAP!

unless you yourself would stay out in the freezing cold temps DON'T do that to your pets! Just because they have fur coats doesn't mean they are immune to the cold. The punishment should fit the crime .We need many stiffer laws concerning cruelty to animals

Windsor needs to follow Essex, On. new dog rules as soon a possible! I would also like to very stiff sentences handed down by the court system to animal abusers! It is time to protect living animals from abusers maybe it stiffer penalties were handed out people wouldn't be so abusive!

please!! tighten up these laws,, someone has to be the voice for these animals, and the public needs to be educated.. sadly some people dont have the common sense to realize, because a dog or cat has fur, that they have endless warmth. please please,do something

Dogs are family members and must not be kept alone outside all the time. They need to be socialized within the family and society in order to make them safe community members.

Pets get cold like we do. There should be stricter laws to protect animals from this type of harsh neglect. You wouldn't leave a child in the extreme cold /heat, so why do that to the furry member of your family?
