No one should be out in the cold even if they look like they have shelter. Animals should be confiscated if they are left outside no matter what.

Even in South Carolina, USA, we have advisories to take pets in on winter nights, and here it "only" usually gets down to the low teens. It has to be much worse a thousand miles further north. I don't see how someone can say they love their pet, which is a mammel that needs to maintain body temperature, and yet leave it outside to suffer hypothermia.

A dog or a cat is equal to having a child. If you cant take care of them dont get them. I wish the punishment for crulty was to do the same to the owners that they do to these poor dogs!!! Fine them ,take the dog what ever it takes!!! We are responsable for protecting dogs!!! They can not speak or protect them selfs !!!
