With animals not having their own voice, we are it. Abuse it Abuse. As a huge animal lover, this is abuse. A pet should never be left outdoors period. The only sad thing here is,that this should have been legally set out a long time ago. Let's not keep failing our furry friends. Love animals forever.

This is neglect and/or abuse. It needs to be addressed in the laws and the penalties need to be stiff.
