We, the undersigned, are petitioning for a new law in Port Chester, NY which will make it illegal to tether dogs and other animals unattended for long periods of time.
This law will improve the quality of life for both humans and dogs who reside in our community. We have the capability to reduce suffering and create a more desirable place to live by empowering our citizens and law enforcement to act on this cruel practice.
- Statistics show that tethered dogs are much more likely to bite or attack than untethered dogs due to their confinement and frustration
- Tethered dogs commonly bark incessantly and impact the neighborhood’s quality of life
- Tethered dogs are not able to run or protect themselves against other animals entering their space
- Tethered dogs can be stolen and used for animal research, illegal dog fighting, or worse
- Food and water left outside for tethered dogs can be spilled, frozen or eaten by other animals
- Tethered dogs are often left outside regardless of the weather condition and without adequate shelter
Currently, there are 19 states with laws that address the tethering of dogs. Additionally, there are 35 communities who created local laws that completely prohibit unattended tethering of dogs, and another 78 communities with local laws that limit the time dogs can be tethered.
Let’s all help Port Chester “break the chain” and join these other communities in improving our quality of life as well as the lives of dogs in our Village.

Tether law passed recently in Savannah, Georgia. Even if the chain is 4 miles long...still illegal.
This would be a great law, because it would help to alleviate the abuse many animals suffer.
There a mange dog tethered 24x7 on Angelo Place in Port Chester, NY 10573. Poor dog barks during storms. I've called police often. However, an effective tether law would provide a better quality of life for the future of this animal.
I was born in Port Chester, NY. Moved to Rye when I was young. My older siblings grew up in Port Chester. I have fond memories of both. I also am a "Mom" to 3 rescue dogs. I would never tether them. If you are unable to walk your dog, then you should not own one. Dogs and animals in general are a huge responsibility. Would you as a human enjoy being tethered? It's like a extremely dangerous prison for them!
Cruel to just leave your dog tethered for long periods. If someone can't or won't spend quality time with their pets then they shouldn't have one. People that do this should be treated criminally.
Disgraceful treatment. Put the owners on a tether. Let them know how it feels!!!!!!!!!!
This has been a bone of contention with me for almost all of my life. I only hope signing this petition will get the dialogue going and the situation resolved in a positive manner,
