This petition proposes moving to a "Wuhan" style strict lockdown.

High Level parameters:
1. Everyone stays in their homes or properties
2. No non-residents into the city
3. Only workers in "essential services" (food delivery, healthcare workers) allowed in and out
4. Food and essential items are all delivery only

All these parameters sound miserable and they will be. However It will save the lives of neighbors reducing additional infections and deaths, by around 10x. From the website:

Shows 11,000 deaths in California with our current "Shelter-in-place" approach versus <1,000 deaths from a strict lockdown. Pacifica is 0.001% of the population of CA (39M vs 39K). A strict lockdown would be equate to around 1 additional death from residents that haven't currently contracted COVID-19 that would contract it during the lockdown.

The choice is between preserving life or maintaining some portion of our way of life over the next 3 months, and the loss-of-life is 10x higher.

The country is being lead from the bottom up, we don't have to wait for direction from the top. Reading between the lines it appears San Mateo County lead the Bay Area into the shelter-in-place order. The surrounding counties followed (even though Napa at the time had 0 confirmed cases). Then the State of California followed, then other states followed. We are still waiting on the Federal government to order a nationwide shelter-in-place to save the 1M to 5M lives that will be lost in the unmitigated states without a shelter-in-place order.

Mayor Garcetti (LA) is cutting water/power to non-essential businesses if they don't shutdown.:

We thankfully didn't wait for the federal government to move forward on the shelter-in-place. We can save more lives if we take the next step, as painful as it will be.
