Attention: Registrar of Voters


Enclosed is a signed petition from the undersigned registered voters of Shasta County for request of consideration and submittal of a new measure/ordinance law on the next upcoming voting ballot.

The request is for a new ordinance making it a traffic violation and finable
for any person to provide handouts of any sort, with the exception of
advertising flyers to serve that purpose, to a person or persons along any
streets in the city of Redding including other areas/jurisdictions in Shasta County that are
under control of the city of Redding Board of Supervisors Council with posted
official signs in high traffic areas indicating as such and to be monitored and
enforced by the city of Redding Police Department.

We feel this new ordinance law is necessary in conjunction with the recently passed sit-lie ordinance to reduce or eliminate the number of homeless transients wandering around and/or
occupying the streets of the city of Redding and causing potentially dangerous
situations on the streets during the process of obtaining a handout from a
vehicle passing by them.


In addition, it is believed that such new ordinance would provide the means to
force the persons providing a handout to discontinue that action, which may actually be contributing to a worsening situation as well as force those persons seeking a handout to discontinue this action and seek help from the appropriate county or donation funded shelters or other assistance organizations where such persons could be evaluated to then approved or denied the appropriate assistance.
