There are schools, and residential neighborhoods all around there. That is not the place for an industrial building, especially one that has not been tested for emissions.

I'm completely against building and operating an gasification plant in North Las Vegas or anywhere near Clark County, Nevada. It's dangerous not only for the people who live in the area but will work at the plant.
