We, the undersigned, call upon the Moscow City Council to halt current plans to construct a motor vehicle bridge on 3rd Street.
Several reasons motivate this petition, among them is how the process has failed to consider public feedback and there is little demonstration that benefits to private demands outweigh the costs to public interest. Some of the threats to public interests include,
- Significantly increased risks to students’, parents', and school staff's safety near Lena Whitmore Elementary School, John Russell Elementary School, and Moscow High School
- Weakening responsible management of public finances - because the city anticipates heavier traffic once the bridge is built, more public funds are needed to pay for additional safety measures needed to reduce risks for city residents commuting by foot and bicycle along and near the 3rd Street corridor.
- Inequitable distribution of public funding - the plan involves over-dedication of public funding for one purpose. Adding another east/west motor vehicle connection to Mountain View Road means other important public needs are postponed, or not met at all
These are just a few of the risks to the public that we believe result in Moscow residents accruing greater cost than benefits from this project and its outcomes.
Therefore, the undersigned demand a halt to any further plans to build a bridge on 3rd Street until fair and proper solicitation of public feedback is collected in guiding the Council’s decision to proceed, or not, with this project. We, request a fair, public process that collects city-wide feedback from Moscow city residents regarding the wisdom of such a development strategy.

What happened to finishing the A Street connection and making it an arterial alternate to the highway? That was supposed to be completed years ago. This vehicle bridge did not get vetted and only will make Mtn View more difficult to cross. It's a safety issue from every perspective.
While causing harm to the residents on the quiet end of 3rd St., it only benefits the developer of the new housing, the entrance to which just happens (?) to be directly opposite the newly opened end of 3rd St.
More than a million tax dollars spent on a vehicle bridge that will degrade a neighborhood, create traffic hazards for children, necessitate the removal of some trees in order to widen the street. All for what? So that the new development can guarantee a straight shot to Pullman through our parks, schools and old neighborhoods?
Please reevaluate this decision. I use this route daily, living a block to the south, it is already a gauntlet to navigate by foot, bike, or car - before and after school. It is an educational corridor encompassing every public school in Moscow.
Connecting Third Street to Mountain View seems like more of the same traffic problems that are experienced at 6th St and Mtn View just spread to another intersection. Increased traffic through high density housing and a school zone is an accident waiting to happen. Can the council step back and reassess the necessity not just the feasibility?

The City has not convincingly shown how this bridge will solve traffic problems. And while the traffic calming measures proposed for Third Street will make it safer for bicyclists and pedestrians, it seems like a contradiction to increase traffic with the bridge but then try to slow it down with these measures. And an auto bridge will turn an neighborhood and community area of Moscow into a throughway.
