Rehabilitate, don't just incarcerate!
Assembly Bill 109 is a plan to implement a redirection of funds provided to California prisons and jails. Each individual county determines where the realignment moneys will go; AB 109 only promotes, not requires, the use of funds to apply correctional sanctions as opposed to using the money for incarcerations purposes.
If said money was used for rehabilitation services, the prison population would be decreased, as would the number of repeat and return offenders over time. The California state prisons are already holding more than double the design capacity, which sparked this realignment to begin with by the Supreme Court; because of the huge number of inmates, programs are not offered to the majority for rehabilitation, education, and health care.
Either way, the jails and prisons receive the money from the realignment, this petition is just to make sure the funds get used for rehabilitation services!
