The legislature has officially passed Milli's Law into effect to ensure our waterways remain safer for all families. This outcome belongs to everyone who lent their support to this long process of advocacy. I plan to monitor how these new procedures are implemented across the state in the coming months.

My name is Melissa. My 19 year-old daughter, Millicent “Milli” McDonald, was in a jet-ski collision on May 19th and removed from life support of May 20th, 2014.
Currently, there is no law in the State of South Carolina that requires the Department of Natural Resources (DNR) to administer a breathalyzer to any party operating a watercraft during a major collision that involves death, or grave bodily injury.
I am collecting signatures to be able to speak on the Senate floor in Columbia, South Carolina to have "Milli's Law" put into affect.
"Milli's Law" would consist of both parties that are operating a water-craft on any body of water in the State of South Carolina to be administered a breathalyzer following a major collision.
If this law is passed, and one person stops to think of "Milli's Law", then they might hand the keys to a sober operator and avoid taking the life of another in a reckless collision.

I feel that this should be the law on any body of water. Hell, it's illegal to drive a damn GOLF CART while intoxicated, how is it not illegal for watercrafts?! I am with this 100%, and we can only hope that this gets passed in SC and moves further into the country.
I am an avid boater, canoeist, Kayaker and sailor. I am for this breathalyer for sure
I strongly support and believe that this law should be enacted and enforced. One of my best friends lost her life in a boating accident this summer on Lake Marion, and the boat that hit the boat she was on was driven by an intoxicated driver who fled the scene. I hope this gains enough signatures to be brought to the senate floor. Praying for you and your family.
Drinking and driving a boat is serious business, and I believe that the DNR should administer breathalyzer tests to the people who are operating boats.
Any kind of motor vehicle is just as deadly as the next with someone under the influence of alcohol. I hope this gets passed!

Please support this petition. Milli was a good friend of mine and this would be such a great way to honor her memory and pass an important piece of legislation to protect our waters. all of us have family and friends who want to enjoy our waters without such tragedies happening. For those who did not know Milli personally, she was a great friend and had a wonderful, caring heart. I miss her random texts and visits. I miss her laugh, her smile and the way she would brighten any room. She was loyal to her family and her friends and I'm thankful I was considered "one of her people". I miss my friend.
