Cruelty to animals is wrong!! The penalty should be even to that cruelty to humans... that would be the humane thing to do.

Disgraceful. All living creatures should be looked after and cared for at all times. Penalties for cruelity should be harsher.

When dogs upset the neighbors, the neighbors should be facing up to the owners, not abusing the pet. It's not that hard to talk to the owners about controlling their animal.
