Some chapters have far less or far more members than other. Take CTF (Soledad) they are going to have a lot more members than that a smaller institution. Yet both institutions have the same amount of board members and the smaller institutions, in terms of BU6 members, has the same voice as the biggest institution, even though that prison many have double the BU6 members. It is not the fault of the current leadership; it was setup that way from the beginning. On thing I can said from my experience, You generally have a near total lack of involvement with local chapters and in fact sometimes you could not get muster enough todgether to have a meeting. Think about it, you have hundreds of BU6 members,,, and it all you can do to muster up 8 or 9 for a meeting. If you want change it can be done, but it starts at the local chapter.
