We understand this news may be difficult, but we must uphold our association’s bylaws and policies to ensure the accountability of our board of directors and employees, particularly when our board members are unable or unwilling to do so.Members of Lake Arrowhead Property Owners Association have drafted this petition to address serious concerns regarding Association President Paul Cutting, Treasurer Judy Race, and Building Maintenance Caretaker Ron Race Sr., whose actions have repeatedly violated association bylaws and demonstrated improper conduct.A primary concern is the unauthorized employment arrangement whereby the Association is paying Ron Race Sr. to monitor Lake Arrowhead’s security cameras. This position and its compensation have never received the Board of Directors approval. Furthermore, neither the “building maintenance caretaker” nor “security camera monitor” positions have documented duties or responsibilities available to Association membership.Despite not being a board member or serving on any “parks” committee, Ron Race Sr. has repeatedly depleted Parks, Recreation, Lakes and Safety funds without proper authorization from the Chair or Board of Directors. This unauthorized spending occurred both recently and in 2023.A troubling incident occurred last summer when Paul Cutting’s nephew was involved in a mutual physical altercation in the campground. The investigation was compromised as multiple witnesses were deliberately not interviewed. While the other party was banned indefinitely from the campground, Paul Cutting’s nephew faced no consequences and remains welcome – a clear demonstration of preferential treatment.In June 2023, Ron Race Sr. (then Roads Chair) and his son were discovered using the Association’s Tractor to load association materials into his son’s personal vehicle at the Association’s Maintenance Garage. While Paul Cutting claimed to have approved of this, the Board of Directors was neither informed nor ever approved it.Professional recommendations since 2014, including the 2016 AGS Survey, have consistently advised acquiring a “Road Grader” to maintain our roads. However, in 2023, Paul Cutting, Judy Race, and Ron Race Sr. influenced the Board to instead approve approximately $250,000 for a new dump truck – a purchase never recommended by road safety or maintenance experts.These actions violate multiple bylaws, ARTICLE IX-Section 1 regarding presidential duties, Section 4 concerning treasurer responsibilities, and ARTICLE VII-Sections 10, 11, and 12 addressing officer removal, oath obligations, and authority limitations. Additionally, ARTICLE XI Sections 1 and 2 regarding proper employee/contractor arrangements have been ignored.Their conduct also violates Roberts Rules of Orders concerning bylaw violations, financial misconduct, and conflicts of interest. Furthermore, they have failed to uphold Campground Rule #2, which establishes LAPOA as a family friendly association and outlines proper conduct expectations.
These individuals consistently suppress transparency within both the Board and Association. They demonstrate a fundamental misunderstanding or disregard of our Bylaws, their Oaths, and their roles and responsibilities, particularly in matters involving family and close friends.This petition is not submitted lightly but rather represents our conviction that Paul Cutting, Judy Race, and Ron Race Sr. be removed from their duties and positions at the 2025 annual membership meeting and barred from any future roles of responsibility within the association.The resulting breakdown in trust, coupled with their history of questionable and concerning actions, has severely undermined the Association’s ability to serve its membership effectively. Their continued presence in Association positions poses an ongoing threat to the organization’s integrity and proper governance.
