March 1976 Wilma Louise Todd/Carey/Walls, took a cab to the grocery store. She left with the Cab driver and was found one week later. Beaten beyond recognition, every bone in her face broken, brutally raped repeatedly, then strangled and dumped on the side of the road in Columbus, OH. Thomas Eugene Kelley charged and convicted; however he took a plea bargain and was only given min 12 years for the rape and Max 50 years for the murder which he later confessed to. He is up for parole and we need this petition to stop his release. This man took my mommy from me when I was 12yrs old. He should NEVER I say NEVER see the light of day. To you lose your mother this way. You will never know my pain.Keep the S O B locked up for life
My heart breaks for this family. A monster like this has no place in our society. Keep him behind bars where he belongs.
36 years is not enough for such a brutal crime. The system failed this family once but it shouldnt happen again. Keep him locked up.
Still praying for the family after all these years. That man is pure evil and needs to stay away from innocent people.

Murder in the course of a rape is punishable by death or life without the possibility of parole. I cannot figure out why he was allowed to plead to voluntary manslaughter. He should serve every second possible for what he did. It looks like the USSC had not reinstated the death penalty when Kelley murdered her in 1976. Maybe Ohio did not then have a LWOP sentence. Anyway, the closest we can come to justice for Wilma Louise is to keep Kelley behind bars until he max's out in April 2026. Maybe he will die before that happens.
