I live in a state that international cards do not pay surcharge, DCC allows me to at lease make something off of international cards. please allow VISA cards to support DCC at retail atm in the USA

I travel internationally several times a year, and have done so for the past 10 years. It would be helpful to get cash in the country I'm going to BEFORE arriving, as many ATM locations are unknown or unclear if they are safe AFTER I arrive. Help ensure SAFETY by allowing DCC at US ATMs while on US soil.
