Industry Petition for VISA to Support Dynamic Currency Conversion (DCC) at ATMs in the US
The US ATM industry and the millions of consumers we serve daily across America will greatly benefit from VISA making DCC available at ATMs in America on an expedited basis, and we appreciate VISA's prompt and positive consideration of this important and time sensitive industry request.
As a result, the following US ATM Consumers, Owners, Operators and Suppliers hereby respectfully ask VISA to modify its Network Rules to allow for the roll out of DCC services at ATMs in the US.
DCC represents a significantly beneficial service for consumers, as evidenced by the current widespread usage of DCC by international MasterCard cardholders at ATMs throughout the US today - and by the repeat usage of those DCC services by the many satisfied international MasterCard cardholders traveling to the US and already utilizing DCC in the US.
VISA supports DCC at the ATM in other nations and should no longer deny the availability of this same support for provision of DCC to international VISA cardholders at ATMs in the US. Additionally, we firmly believe there are no valid business or technical reasons for Visa’s continued prohibition of DCC for the ATM market in the US.
Therefore, the undersigned organizations and individuals, who are each ATM consumers, owners, operators and suppliers operating or utilizing services in the US, respectfully request that VISA support provision of DCC to consumers at ATMs throughout the US, as soon as possible.

Seeing the industry unite behind this change gives me real hope that we can finally match the global standard for our customers. This momentum proves that we are no longer willing to accept outdated limitations on how we serve people at the ATM.

Expanding this services allows operators to provide a greater number of ATMs in locations with a clear need for cash (tourist)- where banks have historically not been compelled to provide their services
As an ATM owner, we strive to give our users the best service possible. Since Visa supports DCC in other contries, it is time you support it here as well to allow us, the Owner/operators to share a beneficial service with our customers.
We process DCC transactions now at many of our terminals. Opt-in is 70% so customers certainly appreciate the option to perform the transaction in their home currency. Visa should also allow their customers the same convenience.
This option would allow the Acquirers to compete with the Issuers for who charges the cardholder for the conversion. Also, since the majority of the costs for providing the cash, including ATM ownership, Vault Cash, First and Second line not to mention regulations fall on the Acquirer, they could earn the revenue.
As sponsor of 2,500 ATMs in 40 states - with many users in gateway cities, offering DCC on Visa cards would be beneficial to those international visitors, who, in turn, use this cash here in the U.S.

I would like to have the choice when I am travelling to the US, to accept my ATM withdrawal in Euro's and have the rate set on that day.
