ATM customers have expressed a desire for transparency and choice when utilizing an ATM in a country that has a different base currency than the billing currency of their credit or debit card. DCC is already highly regulated and mandates the use of certified solutions. Permitting DCC in an ATM environment is an extension of the existing program permitted by Visa. In addition, all ATM providers and their corresponding financial institutions and or owners are currently at a competitive disadvantage versus their European counterparts who are currently permitted to offer DCC in Europe on pan European cards. Visa should immediately remove the restriction for the rest of the globe and allow free trade and competition define new solutions for the market.
