Inaccuracies in reporting data and misleading conclusions are found in numerous accountability reports of New Roots Charter School, violating charter and public trust. Truly independent and rigorous public oversight is needed to prevent this charter school from inflating results of academic success and misleading the public and caregivers of high school-age children about providing a meaningful college-preparatory high school experience while diverting much-needed public funds away from many local school districts.
The undersigned are petitioning SUNY Charter Schools Institute (CSI) to independently confirm all the information in the 2011-12, 2012-13 and other Accountability Plan Progress Reports provided by New Roots Charter School to its chartering agency. A review of the New Roots Accountability Plan Progress Report of 2011-2012 (submitted Sept. 14, 2012), for example, found inaccurate data that directly contradicts New Roots' certified NYSED Report Card data submitted to NYSED at approximately the same time. The inaccurate data has given rise to inflated results of academic success. Any inaccuracies in the data and false conclusions are a violation of the New Roots Charter (section 2.6, Charter Act Law). Therefore, the signers of this petition respectfully request that all data submitted to CSI by New Roots Charter School during its four years of operation be independently audited using outside sources. Misleading conclusions about level of academic success must be corrected before a decision of extension, revision, and/or renewal of Charter is considered.
In particular:
(1) Correct and verify all data in the NRCS Accountability Plan Progress Reports using independent sources. These sources should include, but not be limited to, NYSED Level II COGNOS Reports, NY State records of cohort designation for 2008 & 2009 using unique student ID numbers, feeder school district reporting data, certified NYS Report Cards for 2009-10, 2010-11, 2011-12, 2012-13, and CSI's own Guidelines for Creating an Accountability Plan Progress Report (July 2012).
(2) Take appropriate action wherever independently-verified data demonstrates that New Roots Charter School has not met the standards of excellence mandated by their Charter, as well as all other mandates set for the Charter Schools Institute by the SUNY Board of Trustees (as outlined in SUNY CSI Charter Renewal Benchmarks, updated in version 5.0, April 2012, and elsewhere).
(3) Make available for public inspection and review all procedures and documents related to New Roots Charter School's extension, revision and renewal request of 10 October 2013 in a timely manner.
The momentum behind this petition is proving that people are done with the deceitful games New Roots Charter School plays with our public funds. SUNY Charter Schools Institute can no longer pretend these inflated reports are acceptable when so many of us are demanding an immediate and independent audit.
