Not all trails need a parking lot and easy access; people will find their way for the sights and experience. They are already doing that now. Open it and let them safely.

It so very important to reopen the stairs for hiking at your own risk (with proof of insurance). People will continue to do it illegally. If it is reopened and maintained it will be safer and amount to less stress on the land

A small fee wouldn't be such a bad idea and would allow the hike to pay for repairs and hopefully weed out individuals who maybe aren't fit to make the hike.

As the Friends of Haiku Stairs organization points out, reopening and regulating the stairs is the solution that will please both parties. Hikers will have no need to park in residential areas in the middle of the night if they are allowed to hike the stairs during the day! Hiking this trail led me to one of the most beautiful things I have ever seen in my life, and I am saddened that I cannot revisit or share with my family because of misunderstandings concerning the stairs. If access was regulated (as for other hikes/sites on Oahu, such as Moana Falls or Hanauma Bay), things would be safer and more convenient, and all parties would come away better off. In fact, modest fees charged to hike could cover the expenses of maintaining the trail or even turn a modest profit. Opening up access gives people what they want and turns this "liability" into an asset.
