Why?
•28% of Grand County 11th and 12th grade high school males report using smokeless tobacco in the past 30 days. (Grand County Healthy Kids Colorado Survey 2011-2012)
•Tobacco is still the leading cause of preventable death. It kills more than alcohol use, illegal drug use, motor vehicle accidents, murders, suicide, and AIDS COMBINED. (Mokdad AH, Marks JS, Stroup DF, Gerberding JL. Actual Causes of Death in US CDC 2009)
•Smokeless tobacco use appears to be an important predictor of smoking initiation among young adult males. (National Center for Biotechnology Information Study 2001)
•NCTRL is a proven, sustainable way to decrease tobacco use among youth.
•80-90% of adult tobacco users started before they were 18. (Surgeon General’s Report: Preventing Tobacco Use Among Young People 1994)
•In the past three years, three Granby tobacco retailers were cited with violations of selling tobacco products to minors by an FDA official. As a first offense, retailers only receive a warning letter with no fine and no penalty. (Obtained from countertools.org)
What is N-CTRL? An ordinance that would require tobacco retailers to obtain a license to sell non-cigarette tobacco (and nicotine) products including an annual fee that will fund LOCAL enforcement of non-cigarette tobacco (and nicotine) sales to minors.
