Currently, Delaware does not provide funding for students in grades K-3 who are in need of basic special education services. While the State does provide funding for "intensive and complex" special education services across all grades, and funds "basic" services for 4th through 12th, it has continued to ignore the critical need for funding basic services at this critical age/grade level.
House Bill 12 seeks to correct this by promoting the support of early identification and assistance for students needing basic special education services. This early intervention of services would, consequently, reduce the financial burden posed in later years of a child's schooling.
Tell your State Senator and representative to provide the needed funding for basic special education services for students in Kindergarten through Third Grade.

I'm not sure why politicians thought little kids didn't need extra funds in K-3 in special education, but it is far from the truth. They need small group instruction. They need specialized materials and instruction, too.
Our students need these services at this critical age of development. Early intervention often keeps students from falling further behind others. This is the key to helping students reach grade level expectations.
I am currently a 1st grade teacher in the special education field for students with severe disabilities. Funding is more important now than ever for our students and our programs. Please sign the petition!
As a fifth grade ILC teacher I work daily with the students who have "slipped through the cracks" by not receiving services they desperately need at the appropriate age. Please help these amazing students who deserve to have the chance to succeed in school and life.
I have been teaching in Delaware's public schools for 30 years. We all know early intervention is the key when a child has a physical, mental, or academic deficit. It is time for Delaware to step up and fund resources, services, and educators for our basic special education students at all levels!
We need to do what is best for our children. I have Been a teacher for 18 years and can’t believe we even have to go through this to get funding !
Please consider! Our K-3 Basic students need additional help and that needs to be funded. These students deserve the same assistance with their different ability to learn just like those that are complex or intense.

How is best service to a child to WAIT years before providing service? The window of nuerological development during these critical early childhood years is key to early intervention making the greatest impact on the trajectory of a child’s educational experience and future!
