Our high streets and towns are suiffering due to lack of footfall. The reasons given by many is the cost of parkng. Out of town and edge of town supermarkets have free parking and people can browse to their hearts content not worrying about getting backa to the car. Town Councils should be able to put a levy on the edge of towners and use the money directly in the affected town to offer free spaces.
