You must move quickly to prevent tyranny.

We have an irresponsible, criminal Executive branch, Congress and Supreme Court. These three branches of our government are crushing the world’s progress on the prevention of the Twin Existential Threats the World Faces:

Global Warming/Destruction and Nuclear War/Nuclear Winter.

If we do not act wisely, these threats will end human culture, as we know it.

Without a high performance, elected, representative government and without a worldwide effort, we CANNOT meet these Existential Threats. We will succumb to ruin.

OUR DEMANDS:

You Must Act - Immediate Deeds, Not Words, Are Needed.

You Must Use Your Constitutional Powers Under The Rule Of Law:

To Break The Back Of Trump’s Efforts;

To Protect Americans from Tyranny;

1. FIRST EXPEL the 185 Insurrectionist/Traitors in Congress -

a. Note: Once Insurrectionists are Expelled, Democrats will control both houses.

2. THEN Both Houses pass resolutions to EXPEL Trump;

a. Note: These resolutions both require a two thirds motion - to Expel a president in both houses and to Impeach a president in the Senate. With Senate expelling 8 Senators 2/3s vote changes from 67 of 100 required to 62 of 92 required.

3. THEN Impeach Trump & his cabal;

4. THEN Impeach Thomas & Alito;

5. DO THIS NOW - IN 2025!

Before we have a bloody civil war in our Democratic cities (Trump may well order deadly “false flag” incidents against peaceful demonstrators urging fair treatment and justice for our immigrant neighbors); Before Trump calls off the 2026 elections or rigs them via illegal redistricting, voter suppression, high tech ballot manipulation, etc.; Before he starts a war with Venezuela for oil; Before Trump runs for a third term approved by a corrupt Supreme Court; and Before Trump crowns himself President for Life with Vance or a son succeeding him; and Lastly, Before Trump stumbles us into a worldwide nuclear holocaust.

We are in unthinkable times. Trump during his 1st term planning/trying to overthrow our 2020 federal election.

Four years later Trump is “elected” for a second term even though some high-tech election experts question the reality of the 2024 election.

Note: Their 11-13-24 letter to VP Harris requested her immediate action. No action was taken.

The letter stated “...The facts around the voting system breaches are not disputed; it is well documented that there were severe, multiple voting security breaches before the 2024 election. SUMMARY OF OUR SITUATION

Now 9 months after Trump was sworn in, all three branches of our federal government are failing and falling like a house of cards.

The Rule of Law is being crushed by lawlessness in each branch as Mr. Trump conducts a slow-motion coup d'état.

Our children and posterity are being irreparably damaged by Trump’s actions along with their future as free citizens in a representative democracy. This is all unacceptable.

You must promptly take the above actions, and other actions you determine wise, as required by your oath of office.

Below is Attachment 1 a detailed 3 page discussion of what needs to be done and how to do it.

Below that is Attachment 2 a detailed 9 page review of each important House Expel and Impeach Resolutions over the past 8.5 years.

This may well be the battle of your legislative lives.

Only YOU can take these actions! We citizens cannot under our Constitution and laws.

After decades of increasing corruption in our political and economic system, representative government is failing fast under Mr. Trump. Trump’s goal is to become President for Life to prevent himself from serving the rest of his life in prison for the crimes he has committed during his first and second terms as President - to include trying to overthrow our government in 2020/2021 and now again in 2025.

America’s Rule of Law has become a bad joke:

Due to the Supreme Court’s illegal, corrupt decisions dealing with Trump’s activities. Because Congress is full of Insurrectionists and most of the remaining Republicans live in fear of Trump’s revenge if they do NOT obey him. Because too many Democrats live in fear of calling Israel a criminal GENOCIDAL nation murdering, torturing and starving kids and civilian Palestinians for land and revenge. Because many Democrats fear being crushed in Democratic primaries by AIPAC, the oligarchy’s unlimited money, lies by Trump and others, dirty political tricks and large volumes of independent and Republican voters moving into Democratic primaries to vote for the worst candidate (such as that done already to Reps. Bowman and Bush in fall of 2024). Because nearly all Republicans are being blackmailed by Trump to vote as he wishes on Congressional business.

Democracy now hangs by a thread. The Environmental Voter Project reported the Nov. 2024 presidential election “…was a landslide for “Did Not Vote” - 86 million eligible voters chose NOT to vote. We all know many people not voting, or voting alternative parties, are angry and discouraged with both Republican and Democratic parties supporting Genocide.

Now we have Trump destroying our whole system of government.

Violence in our cities is on the near horizon. Why? Just as Hitler used communists, socialists and Jews as scapegoats for his power grabs, Trump is using immigrants and leftists as scapegoats to grab power.

YOUR LEADERSHIP IS GREATLY NEEDED

You must display courage and resolve to FOCUS the minds of Americans on the only solution available to America, prior to civil war, --- REMOVING TRUMP via your Constitutional authority to Expel and Impeach thereby eliminating these people from participating in our democracy.

You must be successful to prevent the blood bath.

We have hundreds of thousands of concerned demonstrators, multiple progressive groups, all working to advocate against one issue or another. There is NO focus. There is NO effort to remove Trump and his gang from government and thus stop the destruction of America.

We MUST focus on Expel First Then Impeach. If done successfully a Democratic Speaker of the House will become president thru Jan.19,2029.

Good luck and move quickly toward victory.

Your actions whether you are successful or fail will give Americans courage.

If you fail, your battle cry for Nov. 2026 can be “Flip Congress -- Preserve Our Democracy - Bring the Criminals to Justice!” You can make up a better slogan than that but you get the idea.

YOU must take these actions ---NOW, before Trump completes his slow-motion overthrow of our Constitution, calls off elections, starts a new illegal war for oil and power and installs himself as President for Life.

EXECUTIVE SUMMARY: A BRIEF “HOW TO DO IT”

After 177 Insurrectionists are Expelled from the House and 8 from the Senate via a single resolution in each house listing all Insurrectionist’s names, via majority votes, while excluding the Insurrectionists from voting due to “conflicts of interest,” Democrats take control. House control will last until Jan. 3, 2029. Senate control will last only weeks due to the replacement appointment process by the 8 state governors.

Each house must be in session nearly 24/7 to Expel the Insurrectionists from each body, Expel Trump (a 2/3rds vote of both houses is likely required) and then Impeach and convict Trump and his criminal Gang including Justices Thomas and Alito. (The 2/3s vote drops from 67 to 62 with 8 senators Expelled.)

Then both bodies can pass legislation Reviving Our Failing Democracy which Vance will likely veto. You block Vance from appointing a new vice president in one or both houses by the majority voting down the proposed replacement (approval requires majority concurrence vote in both houses.). If Vance continues Trump’s illegal past actions (which is likely), Impeach and convict Vance. Note: Dem speaker will then become president thru Jan. 19, 2029. Then pass your most critical legislation into law before November 2026 when the Democratic president can sign same.

To accomplish the above you need to organize at least three work teams of MOC + staffers + lawyers who can think well, working daily full time in teams, to produce the need products/efforts.

Preserve Democracy Team: To review past Congressional Expel and Impeach resolutions, House and Senate rules, draft plans and produce the wording implementing each resolution (with outside advice as wished) and shepherd each resolution thru the House then the Senate, key selected MOC need to lead each set of resolutions on the floor to success, etc.

Progressive Legislation Team: A similar combination of people is needed for this team which should focus on the Progressive legislation needed by drafting/updating, conduct hearings, and pass in House and Senate. Example topics are provided and of course you all decide:

1. Healthcare 4 All act, 2. Education 4 All act. 3. Fair Wages, Benefits & Public Pensions 4 All act, 4. Impartial Election Districts, Secure Elections Systems & 100% Public Financing 4 All Elections in America, 5. Fair Federal Tax System Encouraging Work, Discouraging Dynastic Wealth & Discouraging Monopolistic Control of the Economy, 6. Phase I: Turning Tools Of War INTO Tools of World Peace 7. Etc.

Public Information Team: A similar combination of people is needed for this team which should focus on conducting frequent scheduled press conferences in D.C. on the progress of each of the two above teams, provide public updates on legislative actions/difficulties via appearances on news shows, interviews with media, “barn storming” the USA, op eds, communicating with all state and county Democratic parties, organize and conduct in person town halls with discussions across America on Tyranny and What To Do to Preserve Our Democracy, etc.

YOU HAVE “THE POWER:” Article 3 of Amendment 14 states:

"No person shall be a Senator or Representative in Congress, or elector of President and Vice-President, or hold any office, civil or military, under the United States, or under any State, who, having previously taken an oath, as a member of Congress, or as an officer of the United States, or as a member of any State legislature, or as an executive or judicial officer of any State, to support the Constitution of the United States, shall have engaged in insurrection or rebellion against the same, or given aid or comfort to the enemies thereof. ..."

YOU must organize and enact Expel and Impeachment Resolutions --- FAST.

You have little time to save our democracy before Trump slams the door of freedom shut.

Trump and his gang of goons, posing as law enforcement officers, conducting massive illegal arrests, disappearances, deportations will soon instigate violence in cities across America probably under “false flag” operations and the killing will start followed by violence, flames and bombs in our cities.

Such violence is what Trumps wants - so he can Declare Martial Law, Call Off the Nov. '26 Elections saying it is his Duty to Protect Law Abiding Citizens from Violence and Death, then declare himself “President for Life.”

Attachment 1: What Needs To Be Done? How To Do It? Summary of Process/Procedures Needed In Both Houses By Buzz Davis,* long time Progressive activist in WI now of Tucson [email protected] 608-239-5354

Nothing below is new. Members of Congress (MOC) and staffers have explained what needs to be done and how to do it for nearly a decade. I have studied a large number of documents to determine what needs to be done and how. Because these issues are extremely complex legislative staff including lawyers need to study these issues themselves and recommend what actions the House and Senate should take to remove these criminals now imbedded in our federal government, prohibit them from participating in politics and government at any level in our nation, and then, once our executive branch has be corrected, prosecute these men and women and if found guilty of crimes these people should be fined and imprisoned.

Here Below Is the Recommended Process

1. Small Congressional Progressive Caucus (CPC) team plans the operation, the team needs a rules expert such as Rep. James McGovern, does investigations on Expel and Impeachments, educates Dems/media/public and guides operation implementation, adjusting as needed and decides who will do what when, where and how.

2. Submits House Resolution (HR) to Expel the 177 Insurrectionists. Submits Senate Resolution (SR) to Expel 8 Insurrectionists.

3. House sponsor moves HR to Expel all 177 in one vote, moves to floor using “privileged motion.” 177 Insurrectionists must be prevented from voting to table and prevented from voting on HR itself by the House rule stating members with “conflict of interest” should not vote. If HR motion carries (majority vote only required), 177 members are no longer House members. House is then controlled by Democrats. Senate sponsor uses similar procedures to expel 8 Insurrectionists and Senate becomes controlled by Democrats.

4. Upon Expelling 185 Insurrectionists, both houses call for motions to vacate leadership. Democrats elect new leaders (Dems) in both houses and commence control.

5. House CPC team submits an updated HR to Impeach Trump, two more HRs to Impeach Thomas and Alito separately, both houses submit Jt.R to Expel Trump (possibly requiring 2/3 majority vote in both houses-experts uncertain.) House moves HRs to floor voting on each. Passed HRs forwarded for Senate’s impeachment trials and vote on Expelling Trump. Final impeachment conviction votes require 2/3rds of 92 members(61) vs. 100 members(67). If Trump is Expelled by both houses, he’s gone. Vance becomes President who will try to appoint VP but will be prevented by Congress (new VP requires concurrence vote by majority in both houses (which Dems would likely prevent.)

6. If Trump is impeached and convicted, Vance’s actions as VP and President are reviewed for Impeachment and a Vance Impeachment HR filed for him if he continues Trump’s impeachable acts. If Vance is also Impeached by Senate, White House is vacant and House Speaker (Dem) becomes president, appoints new VP with concurrence of both houses. New President and VP remain until at least Jan. 21, 2029.

7. House vacancies filled by special state elections take 4-5 months with NO appointments by governors. House would remain in Democratic control for 4 or so months. Senate Insurrectionists are: Tuberville-AL, Scott-FL, Marshall-KS, Kennedy-LA, Hyde-Smith-MS, Hawley-MO, Cruz-TX & Lummis-WY. Seven of these states permit governor to fill vacancies and call elections, KS and WY require replacement be same party as former senator. Six states do not. Only KS has Democratic Gov. who’s required to appoint Republican “…based on a list of three recommended prospects from the legislature.” FL and MO appointment NOT required to be same party. Conclusion: Senate Dems window of opportunity may be for only a matter of weeks. Thus, work sessions are needed nearly 24/7 to complete Expel and Impeachment. All appointees to Senate vacancies are likely to be Republicans.

8. Congress passes Progressive bills reorienting federal government. Pres. Vance may likely veto. If Vance is Impeached and convicted, the new Democratic president likely signs bills. When Senate vacancies fill, passage of Progressive bills becomes iffy.

9. Dems and citizens must help public understand: If parts of above plan FAIL, DEMS CAN ARGUE THESE FAILURES ARE WHY AMERICA MUST FLIP CONGRESS IN ’26 (STOPPING TRUMP’S AUTHORITARIANISM, ILLEGALITIES, CORRUPTION) AND ELECT A PROGRESSIVE CONGRESS AND PRESIDENT IN ‘28.

10. Two Congressional Insurrections MUST be remedied by Dems under Constitution Article 1 Sec. 5 authorizing each house to Expel its own members (vote required is 2/3), 14th Amendment Article 3 authorizing each house to Expel Insurrectionists committing Insurrectional actions (vote required is majority) and Title 18 of US Code.

The Insurrectional Acts committed by MOC:

First Act: Trump demanded MOC support TX AG’s 12-2020 fraudulent case asking US Supreme Court to bar Electoral College votes of PA, GA, MI and WI due to fraudulent state elections thus permitting Trump to win. 126 MOC signed amicus brief submitted to the US Supreme Court supporting TX claims swearing, fraudulently, election laws were violated---This was An Insurrectional act to overthrow the Constitution. Trump also lied to Court in his own submittals violating his oath of office. The Second Act of Insurrection took place on the floor of Congress, allegedly organized by Rep. Johnson and Senators voting, fraudulently, against the House and Senate accepting the Electoral College reports from AZ and PA Jan. 6 & 7- 2021. 147 MOC committed Insurrection via their votes. Both Insurrectional actions violated MOC and Trump's oaths of office, Constitution and Title 18 of the United States Code “False Statements” Section 1001, including conspiracy Section 371, etc. Combined, 185 MOC committed one or both acts of Insurrection to overthrow government. Note about 180 or so are still MOC. All must be Expelled, e.g. former MOC Douglas Collins is now Sec. of Veterans Affairs.

11. The House has a number of past models to use to update and create current House Resolutions (HRs) to Expel and Impeach: Bill Pascrell was first to demand Speaker Pelosi to Expel, Lori Bush was first to do HR to Expel & AOC introduced HRs to Impeach Thomas and Alito, & this session Thanedar & Al Green have introduced HRs to Impeach Trump. Nader/Fein’s draft 14 Articles of Impeachment for Trump are available. Free Speech for People and coalition 25 Articles of Impeachment as of October 2025.

The criminal referrals

As listed in the committee's summary, here is a breakdown of the criminal referrals the committee is making to the Justice Department.

- Obstruction of an Official Proceeding

"Sufficient evidence exists of one or more potential violations of 18 U.S.C. § 1512(c) for a criminal referral of President Trump based solely on his plan to get Vice President Pence to prevent certification of the election at the Joint Session of Congress. Those facts standing alone are sufficient," the committee said. "This is also true of President Trump's personal directive to the Department of Justice to "just say that the election was [sic] corrupt + leave the rest to me and the R[epublican] Congressmen."

- Conspiracy to Defraud the United States

"The committee believes there is sufficient evidence for a criminal referral of the multi-part plan described in this Report under Section 371, as the very purpose of the plan was to prevent the lawful certification of Joe Biden's election as President," the panel said in the report.

- Conspiracy to Make a False Statement

"The evidence suggests President Trump conspired with others to submit slates of fake electors to Congress and the National Archives. Sufficient evidence exists of a violation of 18 U.S.C. §§ 371 and 1001 for a criminal referral of President Trump and others," the report said.

- Conspiracy to Incite, Assist or Aid an Insurrection

The committee said the president "was directly responsible for summoning what became a violent mob" to Washington, "urging them to march to the Capitol, and then further provoking the already violent and lawless crowd with his 2:24 p.m. tweet about the Vice President." …

- Other Conspiracy Statutes

Trump may be guilty under "other conspiracy statutes," including conspiracy to impede or injure an officer, and Seditious conspiracy, depending on evidence gathered by the DOJ, the summary said. ARTICLE I: ABUSE OF POWER…

Using the powers of his high office, President Trump solicited the interference of a foreign government, Ukraine, in the 2020 United States Presidential election. He did so through a scheme or course of conduct that included soliciting the Government of Ukraine to publicly announce investigations that would benefit his reelection, harm the election prospects of a political opponent, and influence the 2020 United States Presidential election to his advantage. President Trump also sought to pressure the Government of Ukraine to take these steps by conditioning official United States Government acts of significant value to Ukraine on its public announcement of the investigations. President Trump engaged in this scheme or course of conduct for corrupt purposes in pursuit of personal political benefit. In so doing, President Trump used the powers of the Presidency in a manner that compromised the national security of the United States and undermined the integrity of the United States democratic process. He thus ignored and injured the interests of the Nation. …

ARTICLE II: OBSTRUCTION OF CONGRESS…

Donald J. Trump has directed the unprecedented, categorical, and indiscriminate defiance of subpoenas issued by the House of Representatives pursuant to its “sole Power of Impeachment”. President Trump has abused the powers of the Presidency in a manner offensive to, and subversive of, the Constitution, in that: …

In response, without lawful cause or excuse, President Trump directed Executive Branch agencies, offices, and officials not to comply with those subpoenas. President Trump thus interposed the powers of the Presidency against the lawful subpoenas of the House of Representatives, and assumed to himself functions and judgments necessary to the exercise of the “sole Power of Impeachment” vested by the Constitution in the House of Representatives.

President Trump abused the powers of his high office through the following means:

(1) Directing the White House to defy a lawful subpoena by withholding the production of documents sought therein by the Committees.

(2) Directing other Executive Branch agencies and offices to defy lawful subpoenas and withhold the production of documents and records from the Committees…

(3) Directing current and former Executive Branch officials not to cooperate with the Committees

These actions were consistent with President Trump’s previous efforts to undermine United States Government investigations into foreign interference in United States elections.

Through these actions, President Trump sought to arrogate to himself the right to determine the propriety, scope, and nature of an impeachment inquiry into his own conduct, as well as the unilateral prerogative to deny any and all information to the House of Representatives in the exercise of its “sole Power of Impeachment”. In the history of the Republic, no President has ever ordered the complete defiance of an impeachment inquiry or sought to obstruct and impede so comprehensively the ability of the House of Representatives to investigate “high Crimes and Misdemeanors”. This abuse of office served to cover up the President’s own repeated misconduct and to seize and control the power of impeachment—and thus to nullify a vital constitutional safeguard vested solely in the House of Representatives.

In all of this, President Trump has acted in a manner contrary to his trust as President and subversive of constitutional government, to the great prejudice of the cause of law and justice, and to the manifest injury of the people of the United States.

Wherefore, President Trump, by such conduct, has demonstrated that he will remain a threat to the Constitution if allowed to remain in office, and has acted in a manner grossly incompatible with self-governance and the rule of law. President Trump thus warrants impeachment and trial, removal from office, and disqualification to hold and enjoy any office of honor, trust, or profit under the United States. …”

ARTICLE I: INCITEMENT OF INSURRECTION: The Constitution provides that the House of Representatives “shall have the sole Power of Impeachment” and that the President “shall be removed from Office on Impeachment for, and Conviction of, Treason, Bribery, or other high Crimes and Misdemeanors”.
