FROM: Citizen Petitioners Dear Democratic Members of Congress: First, we are glad more persons were not killed in the Jan. 6th Insurrection. Presently, there are approximately 258 Democrats in the House and Senate. We urge you to use your power to organize quickly and implement the attached petition entitled “Operation Remove.” • Trump knows his slow-motion coup effort will be ruined if the Nov. 3 elections take place. • Thus, plan on Trump pulling the trigger to activate plans for calling off those elections. • If he is successful, you may find yourselves the last people on duty in Congress when democracy is overthrown. • If he is only partially successful in suppressing, disrupting and possibly electronically corrupting voting in many states, then after Nov. 3rd no one may know who actually won the 470 Congressional seats up for election. It is a grim picture. Written as a “How To” handbook for Congress members and staff, our petition’s intentions are: TO enable Congress to Expel the **181 or so Insurrectionists in Congress who aided Trump in his 2021 Insurrection (using 14th Amend., Sec. 3), TO enable Democrats to take control of Congress (House for months and Senate for a month or so), TO enable Trump to be Expelled for that Insurrection (using 14th Amend., Sec. 3), TO enable Trump to then be Impeached and Convicted for his Insurrection and additional crimes (with 8 senators Expelled, two-thirds vote falls to 62 votes needed to convict), and TO enable the Impeachments and Convictions of Justices Thomas and Alito. This must be done now! • BEFORE the 2026 elections, and • BEFORE Trump attempts, or succeeds, in calling off elections for bogus reasons by creating civil disorder in Democratic cities via murderous “false flag” incidents. **Below are references for labeling Congress persons in this document as Insurrectionists: • **On Dec. 2020 House Speaker M. Johnson submitted the signatures of 126 Republican House members on an amicus brief to the U.S. Supreme Court case submitted by TX AG Paxton asking that the Court set aside the Nov. presidential election results in 4 states, disenfranchising 20 million voters based on the AG’s statements of voting corruption. Case was dismissed by the Court. These 126 members violated their oath to support and defend the Constitution and aided and participated in Trump’s illegal Insurrection. Thus under Sec. 3 of the 14th Amendment, they are to be Expelled from the House. (See attached petition for a more detailed report.) • On Jan. 6 and 7 of 2021, 147 House and Senate members voted to reject the Electoral College vote for certain states in an effort to throw the presidential election decision into the House where Trump and Insurrectionists planned to illegally select Trump as president, overthrowing the presidential election. (See attached petition for more detail.) • When these two lists of Congress members are combined, it is found that a total of 181 members aided Trump in one or more Insurrection schemes. Supporting and defending the Constitution and democracy demands these 181 members be Expelled under the 14th Amendment. We must work together to fix our corrupt, strangled, and sinking democracy. Opinion Polls Support Us 1. May 2026 Public Religion Research Institute (PRRI) poll of 5,469 adults living across 50 states found: 59% of Americans believe that “President Trump is a potentially dangerous dictator whose power should be limited before he destroys American democracy…” Democrats 91% and Independents 66% agreed. 68% of Americans agreed “…we are in real danger of losing important democratic rights and freedoms we have had in this country….” Democrats 86% and Independents 70% agreed. 70% of Americans agreed with the statement: “I would prefer the U.S. to be a reliable neighbor that cooperates with other nations and only uses military force as a last resort.” Democrats 90% and Independents 75% agreed. https://www.newsweek.com/number-of-americans-viewing-trump-as-dangerous-dictator-surges-poll-12086982 https://prri.org/wp-content/uploads/2026/06/PRRI-Jun-2026-American-Identity.pdf 2. Strength In Numbers/Verasight poll of Democratic voters, June 17-22, 2026, finds that: 53% see grounds to impeach Trump. Your efforts, if successful, will preserve our democracy. We must first Preserve Democracy To Enable Progressive Reform. Progressive Changes at national and state levels need to be made by progressive elected officials pushed by citizens. _________________________________________________________________________________________________ We urge immediate action to Expel the Insurrectionists in Congress. How to do this? Use privileged motions and Congressional rules prohibiting members from voting when they have “conflicts of interests.” The attached “OPERATION REMOVE” petition outlines how to do this. ________________________________________________________________________________________ 1. Each of the 181 House and Senate present members, all proven Insurrectionists,** MUST be prohibited from voting on all motions, specifically motions to table or delay resolutions or vote on resolutions to Expel themselves under the U.S. Constitution’s 14th Amendment, Sec. 3. Insurrectionists must be PROHIBITED from voting in any manner on the FINAL VOTE to Expel themselves. 2. It is our understanding that the approximately 173 Insurrectionists,** present and past members of the House, can be listed together on ONE H.R. and Expelled with a majority vote. Similarly, the 8 Insurrectionist Senators** (Tuberville, AL; Scott, FL; Marshall, KS; Kennedy, LA; Hyde-Smith, MS; Hawley, MO; Cruz, TX; and Lummis, WY) can and MUST be listed on ONE S.R. and Expelled with a majority vote. We urge each of you to take immediate action, working together, to implement our requests to the best of your abilities and with the utmost urgency. Lastly, we have great hope that you will force Congress to NOT REPEAT four, possibly fatal, mistakes: Mistake #1: Failure to Expel 126 Insurrectionists. On 1-11-20, Rep. Pascrell demanded that the Democratic House leadership prohibit the seating of 126 Insurrectionists when the new Congress was to start on Jan. 3, 2021. He outlined the requirements of the 14th Amendment, Sec. 3 to prohibit Insurrectionists in the House and Senate. Result: No action was taken. These 126 Republicans signed on in support of the Texas AG’s fraudulent U.S. Supreme Court case to overthrow the Nov. 2020 election results. Thus, all are Insurrectionists and ineligible to serve in the House. Mistake #2. Failure to Expel 146 Insurrectionists. On 1-11-21, Rep. Cori Bush introduced a House Resolution (H.R.) to Expel over 140 House members who had attempted to overthrow the Nov. presidential election on the floor of Congress on Jan. 6th. The House Democratic power structure, which controlled both the House and Senate, refused to take floor action on that H.R. Mistake #3. Failure to Expel Trump. On 12-15-22, when Dems still controlled Congress, Rep. Cicilline introduced an H.R., “To provide that Donald J. Trump is ineligible to again hold the Office of President of the United States or to hold any office, civil or military, under the United States.” The Democratic power structure, again, took no action. Mistake #4. Failure to Impeach & Convict Trump. On 1-13-21 Rep. Cicilline’s HR (the fifth case & second SUCESSFUL House Impeachment) passed the Senate with 57 guilty & 43 not guilty but failed 2/3rds vote mainly because 8 Insurrection senators voted not guilty. Dem leaders had failed to try to Expel the Congressional Insurrectionists. The result of these failures to act, is that Trump is back as President, the House and Senate are controlled by Republicans and nearly 181 Insurrectionists are still sitting in Congress. Trump now uses his power to blackmail. He can pardon any of these Congressional members if he wishes. But he uses blackmail to force them to assist him in his present slow-motion coup to overthrow our Constitution, laws and democracy. IF Congressional members fail again, Trump and his group may have us all living in perpetual tyranny — ending our democracy. And worse: If you fail in removing Trump, he may answer an ancient question: How long will civilization last? Regretfully, Trump’s shaking fingers and unstable mind, control the nuclear weapons capable of ending most life on this planet. Therefore, may you be successful in taking the actions we outline!
