We have 155 comments. That's a lot of complaints which must be taken seriously. Please take a few minutes to file your written complaint with the town office, or give it to Suzanne because of her generous offer to deliver it for you. Thank you, Suzanne. Now that we have been instructed as to protocol, we must do this their way. If you desire change, please register in writing those actions which have hurt you, hurt your children, perhaps a senior, a teenager, or even a child who is covered under the ADA. If we residents unite, change will come. Otherwise, it will not. Town officers are counting on our townspeople to not follow up with their issue. It's partially a fear tactic, and partially an expectation that we'll not go out of our way to file our written complaint. It has been made clear that the town manager will ignore our petition. Please follow their stated protocol. It's a few minutes for a more healthy and content Naples. Let's not be ruled by a small and petty cabal of appointed town officials. Their job is to serve us, not to make our lives difficult, and not to protect the hide(s) of an odious director. Dear neighbors: There is "strength in numbers." Greetings all. The petition has certainly gained the attention of the Naples Town Management and folks are hearing us and our concerns. That being said, action is not coming quickly and I have been informed that there is protocol that we must follow in order for Town Management to formally take action. I will try to summarize this, as was explained to me at last evening's Town Meeting. 1. If you have a complaint about Harvey Price or any town employee, you must submit your complaint in writing on a form designed by the town and deliver the signed form to the Town Office, attention of our Town Manager, Ephrem Paraschack. ALL complaints about town employees must go through Ephrem and he is the only one who can action these complaints. The form can be obtained at the Town Office. To make it easier for folks, I designed a printable and email-able duplicate of this form that I am happy to send you. Just email me at [email protected] and I'll send the printable form along. I am also happy to deliver completed forms to the Town Office for you if it is easier for folks - just email or deliver the signed forms to me and I'll be happy to file them on your behalf. 2. The Board of Selectmen cannot action complaints about Harvey Price or any town employee. These complaints must go through Town Manager, Ephrem Paraschack. The Board of Selectmen can, however, field and action complaints about Town Manager Paraschack under the guidance of legal council. 3. That being said, if you have a complaint about how Town Manager Paraschack did (or did not) manage your complaint about Harvey or another town employee, you can escalate this concern with his performance and handling of the complaint to the Board and they can take action under the guidance of legal council. The most important thing that I can say is that NO ACTION WILL BE TAKEN TO ADDRESS YOUR COMPLAINT UNLESS YOU COMPLETE, SIGN and FILE the FORM. My nephew has never stolen anything in his life, lady. Your daughter's little cousin GAVE my nephew and her boyfriend that my nephew was with that candy, and when asked to pay for the candy, HE PAID. Funny, YOU seem to have left out that part, eh? And, oh, yeah: My sister got a formal letter of APOLOGY from the town manager over Harvey's horrendous, infantile bullying behavior, and my nephews who did nothing wrong aren't banned from any areas or events.

Unfortunately you don't know enough about my personal situation to speak accurately or intelligently about it, Marquetta, but I can tell that you are very passionate. What you're passionate about, I'm not certain. It sounds like you are passionate about backing Harvey and possibly discrediting my claim? Regardless, I admire passion in a person, even if she is challenging me. We all need a good challenge now and again. Why not attend the Town Meeting tonight, 10/17 at 7pm to express your views with the other residents to make sure the right people hear what you have to say? Alternately you can try to discredit me and my character and the little boys and theirs, which may make you feel validated or superior, but no positive change will come until you take action and follow the appropriate channels. I filed this petition to generate awareness of the pervasiveness of this problem for town officials and to demand remediation of a problem that has been widespread (and ignored) in our community for a number of years. I have witnessed it both personally and as a bystander when other children and families were affected. Were the problem isolated to my incident, whatever your misunderstanding of my incident might be, there wouldn't be nearly 300 signatures, several articles in the local papers and a number of parents speaking out in writing and at our Town Meetings. If you are of a different opinion and experience, please come voice that at the meeting and with town officials. That is how you can be productive and initiate positive change in our community.

Well unfortunately for you, yet again you were misinformed. The boy came back with money to purchase a package of skittles. My daughter then said the total he handed her the $1 and she said no skittles. This will cover the airhead from before. These boys are not super well behaved boys. Baseball season was very rough with them. Yes I assumed they were dropped off with no supervision because it has happened a lot in the past! They are rude to a lot of adults and children using bad language and having very bad attitudes. AND stealing weather they feel they rectified it after or not is STEALING! Are you saying there is no deadline for payment because it doesn't state it on your sign up sheet? Really it is what it is you had a large outstanding balance owed to the rec department and was angry that you couldn't get your boys fitted for football until the balance is paid in full. I do not see anything wrong with someone doing this, as a business owner I would not let somebody have another service done if they had a balance owed.

Mr. Price is abusing his office. This abuse is ignored and/or covered up by the town manager. Mr. Price must leave his position. The citizens of Naples deserve and will have public servants who put the needs of town residents above their own personal desires, and cover-ups. Thankfully, The Bridgton News has written regarding this deplorable situation. (paper dated: October 13, 2016)

Thanks for sharing, Marquetta. The boy's mom was there at the football field, they were not dropped off alone. I was there with their mom. She and I left before the game ended to attend the Town Meeting and the boys were left in the care of the boy's aunt and 2 family friends, husband and wife, who were giving the boys a ride home after the game. They were helping watch their baby cousin and watching family and friends in the game. One of the boys did eat the airhead without paying for it. He then went to get money, returned with the money and paid for the airhead. In this instance, the boys righted their wrong. And in my personal instance, I broke no rule and missed no deadline. I hope this filled in the facts that you feel were omitted, Marquetta and thank you again for taking interest and expression your thoughts.

My daughter was working the snack shack that night the boy STOLE. These 2 boys were dropped off with no parent around! If there was a parent around then why did this occur? The boy asked for an airhead and walked away without payment. This was NOT an misunderstanding! Stealing is illegal! That boy should NOT be allowed back on the field PERIOD! The funny part of all of this is there are always 2 sides and seems funny Suzies alway leaves out quite a bit of info! Harvey is just doing his job! Harvey is a great guy! Ya there does need to be authority in every community! If you bend the rules for one you have to bend em for everyone. Therefore just follow the rules!

I am exhausted with people saying that this is about the rules and not the man. That could not be more inaccurate. I broke no rule and missed no deadline. For the record. Nor did most of the individuals signing this petition. That is a diversion tactic town management is throwing out there to redirect focus off the real issue at hand -- abuse of power, their town management's negligence and the ongoing liability that Harvey Price poses to our community. Let's try an example. If a kindergartner forgets to hand in their finger painting homework you can: a) give them leniency and extend the date b) let them hand it in, but dock some points off the grade for lateness c) refuse to accept the late assignment d) refuse the assignment and when the child says please, I made an honest mistake, call in the Sheriff and have the child removed from school (when the sheriff could be tending to more serious business like car accidents, drug addicts, robberies, drunken drivers, fraud, etc.). These are children, not cadets.This is our community, not prison camp. The intimidation tactics and black and white rigidity is neither appropriate nor does it benefit the children or give them the fighting chance that they deserve. Just this past Monday night I was told that Harvey was on the football field screaming at 2 young boys and kicking them off the field never-to-come-back over a disagreement about payment for an Airhead candy. For context, my young son told me about some parents smoking marijuana in the woods right next to the football game a couple of years back. He knew who they were and was very upset. I called Harvey and told him and knew of the issue. He said he'd take care of it. I didn't hear back and finally asked him if he took care of it and he said, "yeah, i talked to them." So you're going to 'talk to' adults smoking an illegal substance yards away from dozens of little children and you find it acceptable and a good use of public service to call the police on a

The unfortunate truth is that I paid my fee on time, I did obey the rules and Harvey called in 2 Sheriff's cruisers to remove me and my 2 little boys from football registration. His behavior is inappropriate, unprofessional and irresponsible on so many levels. I believe what I'm doing 'standing up for myself and my children and the children and adults of this community' rather than 'whining.' There's a difference.

Harvey is a fantastic man. Keep up the great work. Stay out of the beach area during closed hours. Pay your fees on time. Obey the rules. Pretty simple. Stop your whining. Harvey for Mayor.

My children are older now but my youngest suffered heart break during youth football. Harvey was also a referee and turned a blind eye to another child blatantly perpetrating a personal foul against my son not once but twice within a couple of plays. Harvey Price definitely plays favorites. I don't doubt any of the stories I have read. I think Naples would be a lot better off without him.

Mr. Grigsby - Your insights on Naples town management are spot-on! Informed people like you need to be heard from at Naples Selectboard meetings and town meetings. The conflicts of interest and lack of transparency afoot in Naples remain in place only because too many taxpayers are too reserved to speak up in a public forum. The changes needed require public input at public forums. Private meetings with town management are a waste of time, orchestrated toward keeping controversial issues out of the public eye.

Dear Anonymous- Don't pay attention to the "locations" next to people's names.... It is some strange glitch in their system. I'm local and it says I'm from some different far away place every time I post. I haven't seen any examples on here of people complaining about rules and reasonable behavior... It is about unreasonable bullying behavior... Deadlines aren't some imposed by the town decades ago - they are arbitrary and created by the person in charge... In this case Harvey. People aren't complaining about dogs being removed from the town beach... I cited a very specific example of a licensed service dog with a reasonable owner who had the paperwork in their pocket having the cops called on him while trying to pick up trash at the beach when no one else was around... The cops backed the citizen, not Harvey. People aren't complaining about rules, they are complaining about the behavior exhibited by Harvey when questioned. The unwillingness of Harvey to include kids in programs after deadlines, prior to the program's beginning, while there are still spots available in the program.... Kids are being unnecessarily excluded. Coaches are being told they can't use facilities even when they're available, can't do unique and fun activities at games, and are threatened with suspension if they question Harvey... These people are volunteers. The Rec Directors of the immediate surrounding towns roll their eyes at this guy... They don't act in the same manner at all. They look for ways to include children, even if their parents weren't 100% on the ball. If you don't know what the Town Manager or Fire Department have to do with anything then you aren't paying attention... Regardless of his tenure at the town, the Manager is Harvey's neighbor and close friend... That, in itself, isn't a conflict of interest, but when community members continually complain about Harvey with not only no change, but not even a response... That's when nepotism is in place.

I am disheartened by this petition and many of the comments on it. I am a resident of Naples and think town employees and volunteers overall, including Mr. Price, do a great job. The friends and family that I have spoken to in Town feel the same, and I would be willing to bet that most people are happy overall with Naples and its employees. But, most people who are happy with the town are not going to be commenting on petitions like this or at town meetings. It is not always easy to be in positions where you have to follow rules or policies - anyone who doesn't like a policy, which often times was created by the town a long time ago and has legitimate reasons behind it, can attack you personally for having to follow them. On the flip side, if you don't follow the rules in a public position, you'd most likely also have people upset about that. For example, someone might go to the town beach with a dog and be upset if they're told the dog isn't allowed. On the other hand, if you let the dogs on the beach against the rules, someone might be upset that the dog is there - for cleanliness reasons, safety reasons (and I'm guessing there's potential liability issues for the town), and because it doesn't follow the town rules. I think Naples employees by and large are trying to create a safe, fair environment for everyone, and it's not always possible to please everyone. If you have issues with policies in place, then take the appropriate action to change the policies; but it is unfair to target employees who are following them. And again, contrary to what some comments have implied, these policies often pre-date someone's employment with the town and are often made by committees of people, often including residents, not by an individual town employee. It also seems that some comments may come from people who do not actually live in the area or who are not necessarily familiar with the situation.
