I would like to become more proactive in making it illegal to purposefully breed horses that are positive for genetic mutations. This has been a a selfish and very serious issue that plagues the equine industry and must become punishable. I would suggest heavy fines that assist in the legal fees involved with all remaining monies to go directly to the afflicted animals in question or to the euthanization of an animal who is suffering.
