السادة الوكالة الفرنسية للتنمية المحترمين،

بداية نود ان نتقدم اليكم بخالص الشكر والتقدير لمساهمتكم الفاعلة في تنمية وتطوير المجتمع المدني المحلي الفلسطيني والدولة الفلسطينية من خلال دعمكم لمشاريع تنموية مختلفة واخرها بناء شبكة مياة جديدة في محافظة بيت لحم من خلال المشروع "اعادة تأهيل شبكة المياة في منطقة خدمة سلطة مياة ومجاري بيت لحم بيت جالا وبيت ساحور" والمنفذ من قبل شركة مدانات للتعهدات.

في نفس الوقت نود ان نطلعكم على حجم الضرر الكبير الذي يواجهه اهل المدينة بسبب الاهمال والتقصير وعدم السرعة في تنفيذ المشروع من قبل الشركة المنفذة للمشروع. حيث تقدم العديد من اهل البلد بشكاوى حقيقية للبلديات المعنية وسلطة المياة حتى يتم رفع الضرر وانجاز المشروع بسرعة وفعالية، ولكن للاسف تم تجاهل هذه المطالب حتى يومنا هذا. نود اعلامكم ان هنالك بعض المناطق مثل مدينة بيت ساحور لم تصلها المياة لفترة تزيد عن ٥ شهور كما هو موثق بجريدة القدس وغيرها من سائل الاعلام، ومناطق اخرى اصبحت شبة مدمرة لما لها من الاثر الكبير على حركة السير وحياة المواطني اليومية وخاصه لهؤلاء المواطنين المجاورين لتلك المناطق حيث اصبحوا متضررين بشكل مباشر. كما اننا نريد التنوية لبعض النقاط المهمة والتي تتعلق بوجود مقاول دولي حيث انه لا يلتزم بالمعاير المحلية والدولية في كيفية تنفيذ مشاريع من هذا النوع. من اهم تلك النقاط:

1. عدم اغلاق الخطوط المفتوحة بشكل سليم مما يشكل خطر على حياة المواطنين واعاقة في حركة السير والذي قد يؤدي الى حوادث مثل ما حصل مع الطفل يعقوب العبيات.

2. عدم التزام المقاول بوضع الوسائل والاشارات التحذيرية اللازمة والتي تأخذ بعين الاعتبار شروط السلامة العامة للمواطنين

3. عدم تحذير المواطنين واعلامهم قبل بداية المشروع في المنطقة المستهدفة للعمل حسب الاصول المتبعة

4. عدم وجود اي معلومات او اشارات تعلم المواطنين بمن هي الجهة المنفذة للمشروع

5. عدم اعلام المواطنين عن اي انقطاع للمياة في المنطقة المستهدفة للعمل حيث يجد المواطنين انفسهم بدون مياة وبشكل مفاجىء

6. عدم قدرة المقاول على ترتيب عمليات التنفيذ بشكل ممنهج وانما العمل يبدو بشكل عشوائي

7. تم ملاحظة عدم تنفيذ سليم في العديد من المواقع والذي يسبب مشاكل فنية في الشبكة بحسب شهود عيان محلين

8. عدم وجود وسائل تقليل التلوث الهوائي مثل الاتربة والغبار في موقع العمل

9. كل النقاط المذكورة تدل على عدم احترام المقاول للمعاير الاجتماعية والبيئية في تنفيذ هذا المشروع التي تعتبر جزء لا يتجزء من الية تنفيذ المشروع وهنا السؤال اين الجهة المشروفة على هذا المشروع من هذة المغالطات؟

انطلاقا مما ذكر، فاننا ابناء المحافظة نطالب حضرتكم الوقوف عند مسؤوليتكم والتي تتطلب منكم متابعة تنفيذ المشروع والتأكد من ان الانجاز يتم حسب المخطط والاصول وليس الاكتفاء بالتمويل حتى يتم رفع الضرر عن مواطني المحافظة. كما وسيتم تزويد حضرتكم بصور ووثائق تبين حجم الضرر والمعاناة التي سببها الاهمال والتقصير وعدم التنفيذ للمشروع بمهنية كما هو مطلوب.

Dear Sirs at the French Development agency,

To start with, we would like to express our gratitude for your positive role in developing the Palestinian local community and the Palestinian state through your financial support for the different projects and lately “the Renovation of the water Network in the Bethlehem and Beit Sahour Area” project implemented by Madanat Contracting Company.

At the same time, we would like to draw your attention to the problems and severe damage being caused on daily basis targeting the citizen due to the lack of professionalism and because of the slow pace of the implementation of the project by Madanat Co. In addition, we would like to express our deep anger to the attention given by the municipalities and Madanat company regarding our complaints being raised and not taken into consideration. Furthermore, please note that in some areas such as Beit Sahour water has not been provided for at least 5 months consecutively, as well as other areas have been totally damaged with no sort of progress which leads to threatening the lives of the inhabitants and their security and disrupts their daily life. To summarize our problems which needs your full attention, we would like to note the below points:

• The lack of traffic plan alternative once the excavation work starts
• Some lines are not closed properly once opened which might threaten the security and lives of citizens
• In some areas the contracting company doesn’t pay attention to allocate the necessary signs such as danger and public safety conditions signs
• The contracting company didn’t inform any of the targeted areas about the implementing time or process before starting. Citizen are just being surprised by the work being done
• The contracting company has no signs to indicate its name as the contractor responsible for the work being done
• The contracting company implements the water cut with no previous announcement or warning which leaves the inhabitants with no water supply
• The contracting company implements the excavation work in a spontaneous manner and seems to have no plan. This is witnessed by seeing many excavation work being done in many areas at the same time which causes high traffic crisis
• The contracting company does not use any pollution protection methods which causes high risk to the inhabitants of the targeted area from the dust and other factors
• Finally and most importantly, child labor has been noticed and being practiced by the contractor which clearly violates international and local law and needs your full attention

Stemming out from the above mentioned points, we the citizens of Bethlehem district would like you as the funder of the project to take your full responsibility by monitoring and supervising the implementation of the project as planned. Also, we would like you to get in touch with the contracting company to assure that the damage caused to the citizen is lifted. Furthermore, we are attaching supporting documents which supports our complaint.
