In 1984 President Ronald Reagan designated July as National Ice Cream Month, and the third Sunday of said month as National Ice Cream Day. In the proclamation, he called for the people of the United States to observe these occasions with "appropriate ceremonies and activities." Unfortunately, President Reagan failed to recognize over 50 million Americans who cannot consume ice cream due to its dairy content, such as those with lactose intolerance, food allergies, dietary restrictions, or other health concerns. I respectfully request President Obama to act now and designate the fourth Sunday in July National Dairy-Free Ice Cream Day.
